In the question of forfeiting- of
the Northern Pacific land grant,:
before congress, the minorit v oi the ,

judiciary committee in its hrt re-;
port put so clearly the right of the
government to re-enter the lands
forfeited by the Northern Pacific j
Railway that no lawyer with any
professional reputation to lose
would have ventured to argue
against it in the house unless he
had no reputation for integrity to
lose. His appearance on the other
side would of itself have been a
confession that he held a retainer
for the other side. The minority '
reserved the question of public
policy for the second report which
it made a few days ago. In this
report it .shows that the govern
ment" in granting land "to aid in
the construction" of the railway
had not only paid the whole cost
of construction outright, but had,)
even accepting the extravagant
estimates of the cost of the road
made by its president, which wore
twenty-six- millions more than the
estimates given by the officials of
the treasury, given the corporation
a dear bonus of sixteen millions
over and above the cost of its road.
A London dispatch of the 7th
says: "The government has in
structed Lord Dufferin, British
ambassador to Constantinople, to
present an ultimatum to the porle
demanding that the sultan at once
declare Arabi Pailia. a rebel, and
accept English proposals for joint
aoticn in Egypt. In event of the
porte failing to comply, Lord
Dufferin will be recalled and land
ing of Turkish troops in Egypt
will be oppressed by tii. English.
The porte requested a delay for
consideration of the demand, and
Lord Dufferin has telegraphed the
foreign office here for further in
structions. It is believed that the
government will not consent to
any further delay. A dispatch
from Constantinople reports great
excitement there on the announce
ment of the British ultimatum.

from -the seat of war in Egypt.
It is claimed that Arabi Bey
whipped the English in Saturday's
fight; another version is that the
English troops were simply on a
"rcconnoisanee," and fell back
after obtaining the desired infor
mation. Arabi seems to be gain
ing in power and influence,
llussia is said to be making exten
sive war preparations, and 'tis
thought that there will be a gener
al European conflict, with England,
Germany, Austria and Italy op
posed to France and Iussia. for
though France is an ally of Eng
land, yet should Germany take
patt that would send the French
into the opposite camp.
Millions of dollais' worth of
three and a half per cents have
already been offered to the secre
tary of the treasury to be exchanged
for three's. Those who declared
a year and a half ago that a three-per-cent.
loan might be floated were
called visionaries. The lapse of
.time has accomplished without fric
tion what no amount of disputation
would have brought about.
. -Eight thousand men are em
ployed in building the western
extension of the Northern Pacific
railway. The lay four miles of
track daily. It is thought there
will be railroad connection from
Portland to the east by the 1st of
next October.
The supreme court of Massa
ehusetts has decided against allow
ing John Healy to take the benefit
of the insolvent act, because, after
attempting a settlement with his
creditors, Mr. Healy lost one hun
dred dollars at a game styled
"draw poker."
The rolling-mill strikes at St.
r-Xouis cost the strikeis 100,000;
the proprietors get.off with a loss
of $16,000, as usual.
Rufus Hatch, and a party oi
capitalists have bought 758,000
act cs of land from the X. P. II. R.
