AVe are in receipt of a coiumu
nication in which our correspond-:
ent asks why, in Tiik Astoihax, !
there are so few capital letters'
used. He thinks that in such
words as "State," "Congress'
"Legislature," "County," etc., we
ought to use capitals, and goes on
to say that all good writers do, and
the lack of discrimination in the
use of capitals indicates lack of
intelligence on the part of the
writer. With the latter clause we
unanimously agree; lack of dis
crimination in the use of capitals
most certainly does indicate lack
of intelligence on the part of the
writer, and, "Contra Costa," as an
old California friend used to say,
due discrimination in their use
must indicate a relative amount of
"cuhlchah" on tho part of the un
fortunate scribe. But to answer
Time was when all nouns or "sub
stantives" were written with capi
tals. Up to sixty yeais ago this
was the custom, but it was cum
bersome, stilted, pedantic, and is
now obsolete. Then it was the
rule to put a "u" in "color," "fa
vor," "parlor," and others ending
in "r." It was also customary to
put a final "k" in "almanac,"
'public," and other words. This
is deservedly obsolescent, also.
During the last twenty years a
movement has been in progress,
looking to the creation, or rather
development of a style of Eng
lish that shall be simple, ornate,
and incisive. Bosh and bombast,
flaccidity and gushiucss are alike
discarded, and the tendency is to
say what you say in a concise
style, ft is taught by precept in
the schools and by example in the
newspapers that is in the nows
papers that are edited by men who
understand their business. Among
the unwritten rules laid down by
this new school of "English undc
lilcd," is the. law of essentials. If
we speak of Mr. Smith, or Mr.
Brown, it is essential that we spell
tho names of our esteemed friends
Smith and Brown with capital
initials; but should an admiring
constituencv send them to
that common body, designated
a common noun, such as
legislature, or senate, we 'should
delightedly announce the fact
but insist in spelling legisla
ture or senate, with a lower case
letter. So with "county." The
old gratnatic rule was, and we
believe is, that all "proper" nouns
should begin with a capital.
What there is essentially proper
about the word "county," we can
not see, any more than about "cow"
or "wheelbarrow." We speak
distinctively "of Clatsop count',
Multnomah county, and so on,
designating Clatsop or Multnomah
with a cap. C, or M. So with the
appelation "state." "State" is,
essentially, a common noun, we
speak of the "state of Oregon,"
tiie "state of Iowa," the Htate of
the weather, the slate of matri
mony, and other states more or
less conducive to prosperity.
The question is more a matter
of belief and prior habit than of
standard guidance. Our English
friends stick to capitals, the same
as they hold tenaciously to that
absurd system of italics which
presuppose a low degree of intel
ligence on the part of the reader,
and is an indirect implication that
he lacks perception. On this side
the Atlantic the school we speak
of has many energetic workers
notably in newspaper offices
who deem it a part of the business
as popular educators to educate
the coming men and women, and
demonstrate tho beauty of sim
plicity and the effectiveness of
concise, unadorned language.
Particularly is this the case on this
coast. Let our critic take up any
paper of standing except the S.
Fi Bulletin, which spells "salmon,"
"wHeat," and "flour," with capitals,
and he will find that we are not
alone in this matter. Men who
have been in newspaper offices
for more years than we are old do
so; men of brains and broad edu
cation spell "county" with a little
"c," and "greenback' with a littlo
