in mind the wholesale importa
tion of Chinese to this coast, com

ducts of American labor, owned
by the American capitalist who
employs labor, should be pro
tected against compelion with the
products of cheap foreign labor,
owned by the foreign capitalist,
then" why, the American laborer
may properly inquire, should not
American laborers be protected
against competition with cheap
. foreign laborers, by a protective
tairiff? Is not the American la
borer, in the proper view f gov
ernment on this matter, as impor
tant an object of its maternal care
and protection against competi
tion with the cheap foieign labor
er as the product of American la
bor is of its protection against

laborer is not owned by the capi
talist who employs him, but the
product of his labor against com
petition with the product of cheap
foreign labor is for the benefit of
the capitalist, who owns the pro-
duct, not for the benefit of the la-
'borer whose labor produced it.
The protective tariff is lpvied on
the,product of the cheap foreign
labor to keep it out of the Aineri
crn market so that the product of
American labor may command a
higher price. But there is no
tariff on the imported cheap for
eign laborer to keep him out of
I the American market so that the
American laborer may get higher
wagek There is no tariff for the
protection of the American la
borer against competition with the
cheap foreign laborer. When-
