The Tariff Commission.
The most -objectionable work of
the present Congress is the pas
sage of the Tariff Commission bill,
and one of the worst acts of the
administration vis the manner in
which the positions on the Com
mission .lias been filled. There
is nothing partisan about the ac
tion of Congress, for each party is
divided on this question ; the Dem
ocrats will make political capital
by showing that the Republicans,
being in power, could have legis
lated differently had they been so
disposed. The revenues of the
federal treasury are one hundred
and'fifty million dollars in excess
of the annual requirements, aud
the' schemes ta absorb the surplus
aro''dcveleping the most gross cor
ruption. The people are over
taxed, and relief is due them now,
but 'they will not receive it. The
whisky tax cannot be reduced be
cause the whisky lobby is too pow
erful to allow that until present
stocks have been worked off which
cannot be for several years.. All
internal revenue, taxes cannot be
abolished, because that would ne
cessitate the dispersal of many
thousands of active politicians and
wire-pullers wh o are drawing sal
salaries for the government, and
looking after the political interests
of the managers who keep them
in office. The tariff cannot, be
touched because it would prevent
various favored capitalists from
making a profit ranging all the
wav from thirty to seventy-spven
per cent per annum on their in
vestments. ' Because of these
strong but diverse inl-Tosts, there
seems to have jteen a compro
mise for the purpose of securing
delay.
The President might, to some
extent, have neutralized the effect
of this scheme by appointing'' the
right sort of men as commissioners,
but ho has done nothing of the
sort. Host of them' are special
advocates of protection to the in
dustries they represent, who will
naturally keep the tariff as high
as they can. There is a te mblance
of geographical distribution in
the appointments, but thf Pacific
coast is entirely ignored. The
protective tariff is not designed to
protoct anything so far away from
the existing seat of political power,
on the other side of the continent.
We do not know that any line of
business here is so weak that it
cannol exist without protection,
but if the profits of capitalists in
the East are to be enhanced by
legislation, so should the profits of
Pacific Coast operators be in
creased. There might have been
chosen a commission ot men who
were not advocates ol any theory
or concernod in any protected in
dustry, capable of looking at tho
rights of consumers as well as
those of manufacturers, and con
sidering the welfare of the people
as a whole, whose report would
carry with'it respect, but there is
nothing oT the kind.
There is'tio need of any coin
mission in order to find (nit that
there should bo heavy reductions

in the tariif, in order to savo the
people from extortion and imposi
tion. Whero protection, so called,
is tho greatest, the profits are the
largest and ' the exactions upon
working people the greatest.
Five million dollars paid out in
wages, in steel works, returned
to the proprietors a profit of some
twenty millions; that is not the
sort'of protection which can make
the American people prosperous
. or happy. Fifty per cent has
- often been earned on capital in-

in New England. To maintain
that, the Tariff Commission was
created and has been "packed" bj'
the President. Such facts as we
-have alluded to'aro better known
in most of the Eastern States than
'they areliere, nndjt is no wonder
that the -workers are striking for
higher pay and anxious to get a
larger share of the benefits of the
laws which are said to protect
American labor.- There is no
mystery about the causes of the
discontont which pervades the
country. If radical changes of tho
tariff arc not effcotcd before tho
next Presidential election, wc be
lieve that the candidate who can
be relied upon to stand by the
people will be chosen, without re
gard to the source of his nomina
tion. The trifling and the dishon
esty which Congress always shows
on this subject, is . not going to
last forever, and if reasonable mod
ifications arc not granted -willingly,
they will be obtained in a less
satisfactory manner.

one hundred thousand emigrants a
month will prove beneficial in its
effects. Land owners will be en
riched wherever the emigrants
settle, for lands always incroaso in
value with the increase of popula
tion, but workingmen will find it
harder and harder to gain the
means of subsistence. "When
labor is striking all over tho conn
try becauso rents and provisions
are high and wages are low, the
evil is likely to be inercasl by
such a great inllux of foreigners.
An increaso of a million a year is
certainly more than we can asi
milate. If it goes on we may be
compelled lo take tno same
measures against European emi
gration that were recently taken
against the Chinese."
The Chinese come without wel
come and leave without regret.
The European is of our own race
and assimilates here as tile waters
of the Columbia blend impercepti
bly with the groat currents of the
Pacific. Hut a good mauy people
are asking, "when is this thing
going to stop?" Generally, they
are those who got over here lately
themselves.
A ship left Astoria a few days
since in ballast, bound for Puget
Sound, to load a cargo of lumber
for Australia. It is humiliating
to think that this must be, and
that our mills cannot furnish suf
ficient lumber as well as wheat
for export trade. Our citizens
have done well this year in build
ing barges and steamers, but let
us exert ourselves a little morf and
have another large saw-mill run
ning by the new year. Tt should
be done. -

Conkling and Me Too.
