The tenth annual reunion of the the Pioneers of Oregon, was held at Salem last Thursday. It was a joyous occasionto all who "partici pated. Ex-Senator James Kelly being introduced, alluded briefly to the wilderness existing in Ore gon when the early pioneers first entered its boundaries, recountered the dominion of. the Hudson Bay company in the" early day, be fore anjr form of governmental law was or could be enacted by the incoming American settlers; spoke of the formation of the provisional government by the settlers in the year 1843; outlined the state of affairs existing on this northwest .coast, under the joint occupancy of American and Brit ish subjects, whose respective governments, claimed the. country and for years disputed for its final possession; briefly outlined the coming, the objects of it, and the trials and hardships of the early missionaries, showing that their intentions at first were simply to christianize the Indian tribes, but whoe labors finally aided so ma terially in the settlement and early development of the country; spoke of the class known as "the free trappers" Who, in the course of their predatory wanderings, drifted into the AVillamctte Valley and became "Independent" settlers, aided by their boldness, energy and inherent love of coun try, in finally wrestling this rich domain from the dominion of the Hudson Bay company, and conse quently from the British govern ment; detailed tho dibits of the M-ttlers and their few friends in Consiess to secme tli extension of the United States laws over tho youn territory, and the long and persistent neglect of Congress to heed the petitions aml urgent wants of the new settlers; paid a merited tribute, in passing, to Senator Linn, the best friend the pioneers ever had in those early days, of struggle and privation; spoke of the first attempts to form a provisional government by the settlers which took place in 1811, appointing a committee, into'whose hands was placed the responsible duty of administering certain laws and regulations. This comhiitteu was short-lived, going out of- existence in tho fall of that year. In 1S43 another effort was made in the same direction, which met with better success, and finally resulted in the formation of what "ir known as the provincial govern ment of the territory, which was consummated at a meeting held at kChampoeg on the second day of May, 1S13. A legislative com mittee,was elected to frame neces sary laws, their session being lim ited to six days, and their emolu ment being $1.23 per day, to be raised by subscription. The com- mittee reported to a general moet ing held on tho 5th of July fol- following. Their report was adopted and the organic law was formed and went into operation under an executive committee of three, con sisting" of David Hall, Alansbn Burr and Joseph. Gale. The gov ment thus formed was an import --ant factor-or-agency in finally com pelling -the attention of congress and the -final adjustment of the v exedquestion of joint occupation .of. this section of our government and that of Grett Britain, and the settlement of the dispute between the two governments as to the boundary lines; recounted the fact ot 'the Whitman massacre and its startling effect upon the jroung aud unprotected settlement; then, related the promptness with whieb,volunteers" vera raised, and the .offending tribe quickly and -.severely chastised. The speaker -spoke of tho final and formal rec- ' ognttioh of our existence and wants "by the congress of the United States, and the establish-ment?-of- a territorial government .everOregon. The editorial Bunsbys of Cali fornia agree in saying that the recent election in this stato "shows that it is imposible to. make an issue on a question where there is no difference of opinion."
