The White and Ked Terror.
It has been announced that
the coronation of the Czar has
been postponed for a year because
of information of Nihilist plots.
These plots, of course, mean a
project of massacre of the impe
riaF family and their guests, and
nothing could reveal more plainly
the gloomy situation in Russia.
That gloom is the characteristic
aspect of Russian affairs. xV kind
of night rests upon the empire.
Nobody feels that ho is well in
formed "of actual "events, and a
mutual terror of the government,
on tho one hand, and of the Nihi-.
lists, upon the other, envelopes the
land. In this situation an article
upon the Russian revolutionary
party by Princo Kroiiollcm, one of
that party, in the current number
of the "Fortnightly "Review, is of
singular interest and importance.
The author vasliiinsclf."for sever
al years a public official, naively
believing in the good intentions
of his government," and he is evi
dently entirely familiar with the
subjet.
The general statement of Prince
Kropotkin is that the despotism is
so absolute that no legal and
normal protest, remonstrance,argu
ment, or movement of modifica
tion or reform is practicable.
From 1861 to 1870, every form of
lawful effort for relief was tried,
and was utterly abortive. From
tha moment that Alexander IT.
surrondered wholly to the reac
tionary party, the country has
been mined with secret societies.
The press is gagged. There is up
public opinion. The system ol
education is dcpigni'.l to 'perpetu
ate and deep ignoran.-o, and the
man of tho people lon lay ineit
under tho suffocating weight of
despotic supremacy. Tho reform
movement began by the- attempt
to fuse tho intelligent leaders and
the indifferent multitude, and this
work was done, the Prince ays,
with a heroic self-sacrifice unparal
leled, in history. During all this
time the life of the Czar was as
secure as that of any man, and
the societies themselves prevented
attempts upon it. But to main
tain its hold upon the Emperor the
reactionary party kept liim in
constant alarm, and the icaction
harrassed the opposition with in
cessant prosecution and punish
ments. Every act and word of the
popular party was distorted and
maligned. The noted caso of
the Vera Zassoulitch was simply
that of a woman .who fired at the
chief of the. St. Petersburg police
in order that, upon her trial, the
infamies of the treatment of pris
oners might be revealed. She
said that she was glad he was not
killed, as she did not desire his
death, hut there was no other way
to unveil the system. She was
acquitted, says the Prince, by
public opinion. But she would
have been seized by the govern
ment at the very door of tho
court if the people had not rescued
her.
Since that time the Russian
revolutionists have taken to de
fending themselves. No man was
safe against spies, and the
said: "In other countries men
have courage 'enough to defend
themselves. An Englishman or
Araeri.can would not permit such
proceedings, and why should we?
Let us have at least as much cour
age as this. Of course we shall
sacrifice ourselves; but we will try
to make such misdeeds, impossi-
ble."' 'Yet until 1879, he says, 'the
person of 'the Czar remained in
violable. It was only, when the
"White Terror'' was established
that the idea of attacking abso
lutism in 'the person of the Czar
became popular in the revolution
ary party. But the parly is not a
mereconspiracy formassacre. It has
distinct and declared purposes, and
the Czar would be as safe to
morrow as" any man in the
world if ho would 'consent to call
an assembly freely elected by tho
people to revise the fundamental
laws, and grant an amnesty for
the past. What such an assembly
would be, aud whether a Russian
Czar could consent to the over
throw of imperial rule without
assassination by the hand of the
imperial party, are vital questions'
which the prince does not con
sider. But his paper throws a lu
rid light upon the appalling situa
tion in Russia, while the postpone
ment of the Czar's coronation
shows that .the .Black and Red ter
ror is as definitely established as
the White.
Novel . Preservatives.
The increased demand for meats
has made active inquiry in refer
ence to transmission, the problem
being how to get fresh meats a long
distance from the source of sup
ply. A new compound, prepared
by Barff, styled "boro-glvcnd-i"
is claimed to produce the im-t
satisfactory results; he steep- tin
fresli meat in this solution, and
gives a series of experiments to
demonstrate its value:
"A pair of ribs of mutton was
sent last August from the Falk
land Islands and the meat remain
ed sweet and tender, and was
eaten both rosited and hoiied;
oysters kept for three months
which could not be distinguished
from fresh one?, others sent r.nv
from Jamacia to England .which
retained a perfect fi.ivor; turtles
and pigeons from the same pl.u-o
with satisfactory reullsj piaroens
and beef kept several months .ind
made into a pie, with eggs laid
six tiionths."
But a still fuithcr method is
now in progress of experiment in
England. Instead of steeping the
moat in an antiseptic, the preserva
tive compound is iiftrodueed into
the veins of the-'liviug animal, and
from them into every pari i the
body. The sheep upon whhtli tin
experiment was pprforaied v is
first stunned by a "blow nu tie
head given with a wooden mailer.
Tim left jugular vein was then l.iid
bare, a pint of blood drawn off
and about two ' pints of the pre
servative, dissolved in warm water
and kept at blood liCHt, was in
jected into the opened vein. The
sheep was then killed in the ordi
nary way. the whole occupation
not occupying more than four
minutes. The antiseptic used
in this experiment was boiveie
acid, which did not in the slightest
degree affect the quality or flavor
of the meat, while the result, of
later experiments show" that meat
so treated will keep perfectly good
without the use of ice or lcfrig
erator for five or six. weeks in sum
summer and two or three mouths
in cold weather.
If these methods are successful
they will supersede the more cost
ly and unsatisfactory 'system now
in vo:r.ie.
