Till the official icturns arc
all in from the vnrioub pre
cincts in the county and passed
upon officially, nothing positive
can bo stated on closely centest-
ed results. Reed is elected with-'
out a doubt; he has fifty majority
in tins county, sixty in uotumma,
and, we are informed, has fort- in
Tillamook; his majority will in
any event, not yet icported, be
considerably over one hundred.
Between Smith and Hobson, the
fight is closer; it is generally con
ceded that Smith i- elected. In
the county offices, McGnire is

elected judge, Trenchard county
clerk; Twombly, sheriff; Ileilborn
is prbably elected' treasurer, and
V. TV Parker, assessor; these last
two being still in doubt; Fisher
and Leincnwebcr seem to lead
for commissioners; G. F. P.irkcr

varying from 1000 to '.MOO. Un
expected gains and losses make it
impossible to say at tiii wiiting
how the next Legislature will be
in the senate, and assembly, but
it seems certain that the Republi
cans have a majority on a joint
ballot, thus electing a Republican
United States senator to succeed
Senator Grover whose term em
pires next year. This is counting
two Republicans from Clatsop and
Tillamook, one from Columbia,
five from Yamhill, two from Wash
ington, one from Linn, four from
Clackamas, six from Douglas. twoor inter-oreanie ship cjii.i1 getting
from Benton, nine fiin .Marion
ten from Multnomah, four from
Polk, one from Wasco and one
from Grant. This would give
the Republicans, including all
hold overs, torty-eight votes, it
taxing forty-six to elect on joint
ballot.

lished in the Philadelphia Press, in
which the Senator states clearly
the nature of the independent
movement, which is the most im-
nortant event in current nolitie.s.
Tho Senator is careful to say that
it is not a movement against pcr
.ons, nor is it a scrnmble for place.
Its object is better methods of
party and government administra
tion, and thc destruction of patron
age as a personal or factional

power. If the Republican party i
is to hold together as a controlltnjr
force in the election of 1831, Sena
tor Mitchell and his friends hold
it to be indispensable that the
"boss" and "machine" system of
parly government should be over
thrown. .Now tiie "boNs" and the "ma
chine" are everywhere tho logical
result of the .spoils sytem. Thev
are defended, as Tweed and his
ring were defended, as merely
leadership and orgrnization. But
this is a trick of words which did
not save Tweed; nor will it save
any boss, although, unlike Tweed, j
he be personally a reputable man.
While tho system remains there
will be always bosses and ma
chines. The independent Repub
licans iu Pennsylvania, therefore,
are not merely declaiming against
a boss whom they do not like, for
the benefit of one they do; they
are not angry because others con
trol the offices which they wish to
control; but they aim at placing
the civil service on another basis
than personal influence. Jf their
convention shall speak as strongly
as Senator Mitchell, it will mark a
"new departure in politics. The
Senator says:
''The National Administration
appears to be determined to stand
by this Stalwart use of the spoils
system to perpetuate itself. This
is a suicidal policy, and it will
fail, as it deserves to fail. The
