The KcsrrlL
At this writing enough is not
known to give more than :t gener
al statement regarding tlio result.
It is almost certain that the entiie
Eepublican state ticket is elected,
and in this county the fierce
scratching that prevailed made the
count so slow that nothing definite
can be learned. The lesult of
our local contest is given as fully
as possible in our local columns.
The one fact made manifest by
last Monday's election in Oregon,
is that the independent vote not
only holds the balance of power,
but that it constitutes orf itself a
distinct clement that may aafely
be counted on to exercise judg
ment iu casting the-ballot, irnin
tluenced by party machinery and
unbiased by strict party ties. Jt
has been a common s-ncer that
.-. . . l t .- t
IJemocrats necr scratched a tick-
ft, but the returns show tii.it i

were not lit for the position for
which they aspired. It is a health
ful j-ign to see voter-, scrutinizing
a ticket .md selecting fmni among
tlie candidates the names of those
who in their judgment eau be
trusted with public business. This
is the one distinctive fe.ilure of
the vote and the lewon may piovc
a salutary one. The result of the
election iu this place was a
foregone conclusion, and k to
some more a matter of regret than
surprise. As to the state ticket,
the election of George was simply
a question of majority. The met
that he had made a f iir record as
a legislator, tint he hd become
acquainted and would tlinreforc lie
a yood man to send ag.xin, grui-
tatcd in h'- f.yor. Foi the first
time in the history of the slate, a!

and the commonwealth mut cer-j
tdinly be better represented there-1
for. j
It seems to us that there aie a
few things needed to make the
ballot a surer test of tho people's
will. .There should be more poll
ing places in the city: men should
not be allowed to squeeze iu close
proximity to the poles, and aboc
all there should be a registiy ftw.
This, well, to put it mild, itulis-
criminatc style of balloting is not
just as conducive to the dignity of
the ballot as it might be. No man
that is entitled to vote would ob
ject; the clement that would be
prohibited by such safeguard aie
generally the element that make
the stream turbid.
Tire Tariff Commissiim.
The application for places on the
Tariff Commission by letter, by
recommendations, and by personal
importunity by members of Cong
ress almost exceed belief. Every
cross-road politician who has
spouted about the i.uiff on the
stump, or who has advocated pio
tection in the countr organ,
thinks himself pjrticul.irly quali
fied for the post.
The President has had a hard
time in sifting the qualities of this
multitude of olliee-scckers and in
finding the proper persons. The
"friends of the administration' ic
gard tho commission as so much
patronage, to be treated in the
usual way, and they clamorously
demand places.
The pay is ten dollars a day and
all expenses, which are estimated
to average ten more, with the
generous living which commission
ers indulge in .hen they get a
chance at the public treasury.'
But behind all this extreme attrac
tion, thre is another interest which
prompts the exceptional demand
for a scat on the commission.
It is expected there will he
sharp competition among the mo
nopolists for recognition in any
bill that may be prepared for
Congress next winter, and for
favor in tho report of the commis
sion. The temptation attracts the
weak and venal, and both classes j
are urgent for places.
Tun Independent movement in
Pennsylvania seems to be similar
to the movement in California,
, , , , .
some years ago, headed by Booth,
seconded bv such men as Kstee,
c.:v n i- -i-ii T-.
bwift, Perkins, nlillcr. PneliCf.',
Eilgerton and scores of others
who are still prominent, and back-
'
ed by an overwhelming majority
of the voters. That movement
broke a boss system which for
yeirs prior had almost undisputed
control of the state. There v. as
no Tvay to defeat it except bv a
revolt, and the experience in
Pennsylvania is evidently the
same. The Cameion rule and
Stalwartism-together, ate too much
for any intelligent constituency to
endure at the same time.
