A NEW state comes to us every
year from across the sea. For it
is not land that makes-a state bat
men. Of land this bountifully
endowed nation has enough :il

trious men and wompn, it will
never have too mnny. Without

come". But its progress in power,
wealth and industry has- been
more largely due than many sup
pose ;tq immigration. Thero are
now fhirteen'states in the Union
whose population is each less than
the number of immigrants in 18S1.
Nearly four times as many people
came" td'trnVtountry in that year
as are now in this state. There
was no extraordinary cause for
this hegirav There was no fani-
ine, war or pestilence. The great
multitude were 9rawn, not driven,
to our shores; yet? .the movement
.exceeds that of any other year in
. sour country's history. Perhaps
never in the history of the "world
have 750,000' people moved from
, orie"cbuntry to" another in a short
twelve "months. Such events are
but effects of .commensurate causes.
And yet- th only cause that can
be assigned tor such unexampled
migratidrf Is the general prosperity
which this nation has enjoyed for
the last six years. During the year
alluded, to there came from Great
Britam' 165,000; from Germany,
"250,000; from Sweden-and Nor
way. 82,000. Every nook and
porner of Europe contributed a.
stream of greater or less volume to
the great tidal wave of- humanity
that surged across the Atlantic.
We spoke just now of the cause of
-.such emigration. To go deeper
into thatcauRe would be to write
n essay on that trito proverb,
"Honesty is the best policy." As
with individuals so with nations;
we are "prosperous because, as a
nation ;wo .are honest; wo have
discharged s obligations, paid our
debts, upheld ourcrcdit, and cotn
.pelled tho' 'respect' and admiration
ef the world.
, But-like all things in this life
the good is not unmixed with evil.
The western wave that sent to our
shores this three-quarters of a
million -sent, also a great deal of
accompanying" scum. This vast
multitude,, unassimilated and raw,
that is.lo be-digested and worked
" up in .our great body politic, nces-
" sarily contains a great deal that is
- unwholesome. The great crowd
-jof malcontent-., of disturbers and
rerolutianisl of men bred and
inbredunder rotten forms of gov
ernment that, entail moral disease
in their, subjects, and nf that great
array ready to harvest the bitter
fruit oflolossoms blown to us from
across" the. sea it is of these that

hoped that the vast sea of humani

turbulent elements and thus avert
