A Comprehensive Speech.
Persons interested in the tar
iff question desiring to inform
themselves upon an issue of such
growiDg importance, are general
ly appalled at the outset by the
vast and disorderly mass of statis
tics presented alike by friends and
opponents of the present system.
There have been delivered in both
Houses by senators and represen
tatives from all sections, speeches,
clear and practical, so framed as to
give instruction while dealing in
argument, and therefore to be
commended toseckcrs after knowl
edge concerning these matters,
but, without invidious distinction,
it would seem that to all such, the
recent speech of Senator Coke, of
Texas, will be most -welcome. It
deals in facts,- but all are perti
nent; it abounds in figures, but
their application is clear; it is
filled with aphorisms, but each one
is nn 'axiom and a text.
The Senator is what is called a
free trader. By that he does not
mean that all custom nouses shall
be abolished and the Government
revenue derived from direct taxa
tion, as is so often and unwarrant
ably charged against free traders.
He says:
'I know of no political party in
th s ojuniry which advccites free
tr ide. The divisiou of opinion is
n )t between free trade and pro
motion; it is between a strictly
revenue tariff, with its incidental
protection, and a tariff tor protec
tion with revenue as the incident."
In the .sense in which protec
tionists use the term "free trade."
there is none in the world, for
even free trade England derives a
large share of her revenue from a
tariff. The free traders in the
United States, of whom the Texas
senator may be taken as an expo
nent, ar5 perfectly willing that
commerce shall bear its share of
t'-e burdens of taxation while pro
testing against discriminations in
favor of other interests. .Mr.
Coke says:
"No citizen can object to a
tax on imported goods judiciously
levied with an eye single to the
raising anil collection of revenue
for the support of the Govern
ment. A tariff for revenue con
structed in good faith only forth'
purpose" of raising revetiti.-' and
which does rais revenue, and
plate it in life national treasury,
is a legitimate and constitutional
and n.'cessary exercise of power.
As an inovitilde consequence, do
mestic manufacturers or pr ducers
of the articles upon which such
revenue impost duties are laid, are
to that oxtent protected against
foreign competition. This species
or extent of protection is necessa
rily an incident, a corrolary to ev
ery law which raises revenue
through impost duties, bnt revenue
should be fie object and purpose
in view, an 1 protection only the
incident: Those who favor a pro
tective tariff demand protection
against foreign competition with
out refeience to revenue: claim a
right to protection and make pro
tection the object and purpose of
impost duties ami revenue merely
the incident."
This succinct statement of the
issue between protectionists and
revenue reformers, is the one
which actually pxists, and which
t' e supporters of tho presont tar
iff can in no wise evade.
Any one can readily see the
difference between protecting"in
fant industries" and wealthy mo
nopolies, and shows that as neces
sary as was the development of
manufactures at the close of the
revolutionary war, our fathers re
ferred to by Senator Merrill, as
friends of the protective policy,
contented themselves with an ad.
valorem duty of only eight and
.one-half per cent., imposed avow
edly to give "infant industries" a
start. That these "infants" never
gctoutof leading strings is appa
rent from the steady increase of
the rate of duty, which, rising
from eight and one-half per cent,
in 1789, reached over forty-one
per cent, in 1S32, and is now, un
der the war tariff, over forty-fivo
per cent., and this war tariff, im
posed as a temporary measuro and
professedly to raiso revenue, is
now sought to fao established as a
permanent fiycd system of protec
tion, while tho "infant industries"
which bar; been built up and en
riched by bounties for seventy
five year-s, rich and powerful and
full of resources as they are,
still clamor for protection against
British competition as lustily as
when they were recognized to the
extent of eight and one-half ppr
cent, in the tariff of 17S9.
After showing that protection
ists who profess so much love for
American labor, import all sorts
of cheap labor from everywhere,
to compete with tho American
while, under the tariff, they in
crease the cost of everything he
buys, Senator Coke says;
"Protection for American manu
facture3 against European compe
tition with American farmers for a
destruction of tho foreign market
for American agricultural pro.! '
ucts in order to secure to Ameri
can manufacturing monopolists tho
homo market for their wares, with
a bounty of 45 per cent added to
tlj9 price."
Among his pertinont reflections
are, that under our present system
die manuacturer is the tax gath
erer, and that we must "be in con
dition to exchange products with
foreign countries which we can
not do under our tariff before we
can export manufactured goods,
and that tho poor people ieatable
to bear it, pay more than double
the amount of taxes under the tar
iff in proportion to their consump
tion than any other class. The
effect of the system upon the tax
payer all through his life and up to
the timo when ho is laid in a
coffin with grave clothes tixed
from 50 to 100 per cent, under a
lid fastened with screws taxed 63
percent., isportiayed as it cxits,
and in a manner likely to make a
permanent impression upon those
who aro honestly seeking informa
tion upon this knotty subject.
