A uliccable Fact.
A United Siaxes bond, bear
ing 4 per cent, iuterest is to-day
worth its face and 21 per cent,
more. All things regulate ' them
selves, and the only reason that a
U. S. bond for $100 should be
worth 121.50, such bond only
drawing 4 a year iuterest, must
be that prime securities are scarce,
and that, throughout tho country
money is plentier than are oppor
tunities for easy and satisfactory
iDvestmoht. A man with 81000
to invest wouldn't like ip pay
such a premium for the bond, a
premium" that would not enable
him to realize the face value on
his investment for nearly 5 J-years,
during which time lie would
draw no,;interest for the use of his
money- Whether the U. S. bonds
are worth so much more than they
represent is not necessary to con
sider. They are untaxable, sure,
and easy to-handle; there is no
risk about them and the great de
mand for them is sufficient evi
dence of the confidence with which
this class of securities is regarded.
It occurs", to us that if the pres
ent system of assessing property
in Oresron were so modified that
property would be taxed, that the
ruinous rate of interest, and unjnst
distribution of burdens would be
obviated to an agreeable extent.
People want safe security for their
money, and the borrower has gen
erally to comply with tho require
ments imposed . by law, custom
and special requirement. There
was an era in Oregon when money
was scarce and therefore dear,
now it is plenty and should be
cheapsr than it is. The point is
simply a business matter of secur
ity. If a :na"n will invest his
money at 4 per cent, because of
good security and w.ut 5i- years
before he can begin to draw int
erest on his investment he would
not require" mucli coaxing secur
ity being equally assured to
take 6 per cent, for his money,
interest to begin at once, were
that mystical jugglery known as
the Oregon assessmnt law, ab

One of tho strongest arguments
u?ed by the advocates of Chinese
immigration, is that "nobody but
cheap laborers and ignorant peo
ple need four their competition.
It is well known that printers arc
intelligent and that their services
are, well remunerated. The fol
lowing from. the S. P. Call, needs
no comment. "A Chinaman offers
his services to the publisher of a
monthly paper in this city, to set
up all the -forms of his paper,
send him proofs of each article,
and make the corrections marked
in the proofs when returned, and
convey to and from the press
room, for seventy-five cents a col
umn. There "are forty-eight col
umns in the paper, each column
20 J-.inches long by 2 inches wide.
Tho offer was 'declined, where
upon the Chinaman said he was
doing the same'worktfor two other
periodicals in the city. They
learned the business in Hong
kong and Canton, where papers
are published in tho English
tongue, and where Chinamen are
drilled into tho work, on account
- of the scarcity of white help."
The telegraph" wires continue
to account for the strikes in opera
tion or contemplation all over the
north and east. At the bame time
protectionist orators un the House
are singing the same old tune, that
the tariff not only is intended - to,
but in fact does, protect the wages
of American- laborers and work
ing men. ' Whenever tho laboring

counted for by tho direct working
in their favor of tho Merrill tariff.
If this were true the converse cf
the proposition ought be equally
true. If the tariff is to be credit-
cd whenever labor is satisfactorily
employed n charge should be
made as ofteu as strikes happen
or the laborer for any cause is
disatisfied with his wages. Our
protectionist friends , however,
make entries only on one side of
their tariff ledger.
The nihilists of Russia have no
idea of letting up on their efforts
to blow tho Czar skywards. A
mine has just been discovered in
the cathedral at Moscow in which
the coronation is to take place in
August. Eighty workmen were
arrested on suspicion. If the
Czar passes through the ceremo
nies of his coronation without
being blown into sausage meat at
some stage of tho proceedings, it
will be from no lack of an effort
in that direction by his crazy sub
