The Electoral Count Bill.
The passage by tho benate,
without a call for tlie yeas and
nay's, of the bill to regulate -the
count of electoral votes, shows that
senators, while unable to agree
upon the principle or phraseology
of a bill, believed that the one be
fore them changes existing Jaws
for the better, in which opinion it
is probable there will be a general
conference.
Tho time for the meeting of the
electors is postponed from the first
Wedaesday in Decemfopi to the
second Monday in January, so that
more than two months will inter
vene between the election by the
people of Presidential electors and
the official meeting of the latter to
choose a President and Yice-PresI-desit.
The bill provides that the
title of any elector may Iu in
