Assessment of Property.
The press of tbe state is en
gaged in a discussion referring to
the" preBent systemxif taxing prop
erty and exempting indebtedness.

of affairs than that which now is,
and one that mast be changed to
agree with existing conditions.
As the matter now stands, a man
is to be -taxed only on what remains
charged to him on the assessor's
books after his sworn indebtedness
to parties resident in the state is
taken off. If A owns $1000 worth
of property and owes B 81000, he
pays no taxes; and B who holds
the note or tnortrajr, or both,
pays taxes on the $1000. This, at
first sight, seems a good thing for
A, but when ho borrowod tho
money from B, that party know
ing that he must pay tax, takes
good caro to chargo a rate of in
terest sufficiently high to cover
such tax, and a good prico for the
money besides. The result of all
this isa most complicated system
ofdoingbusinessihatisanuoyingto
every one. For this reason we are
of the opinion that a change would
be beneficial. Tho thing is as
broad as it's long. Monty ought
to be had in Oregon at six per
cent, it is plenty enough; the sup
ply exceeds the demand, and a
man with good security could get
it at that rato; as it is at present,
tho tax and the rate per cent are
lumped together -and tbe borrower
iias to pay it. It is simply a mat
ter of doublcencry book-koeping;
tho entries must agroo in
amount; the debits must offset the
credits, and property of any kind,
whether tangible real ostato, or
paper evidence of indebtedness
mast pay tho tax,but it should como
uniformly and not in an invidious
and loosely fashioned mannor.
As tho thing is, there is, no end
of trouble. Smith, in Astoria,
swears to having 10,000 worth o I
property;he swears ho owes Blown
in California, 88,000; no inattor;
he must pay taxes on 810,000 or
such part of $10,000 as tho assess
or considers fair; Jones, of Asto
ria owns 10,000 worth of prop
erty but.owtng 88,000 to Robin
son, of Portland, is allowed to
have that taken off. The intent
of that is, of course, very good, it
is to keep capital in the state; but
let us see. Smith pays the Cali
fornia man six per cent., Jones
pays tho Portland man ten por
cent.; what he owes in Portland is
subtracted from what ho owns in
Astoria.
He gets protection here; light,
police, law, and all that wo pay
taxes for, but ho pays nothing to
ward keeping up the organization
of the county. Nor is this all, the
Clatsop assessor notifies the Mult
nomah assessor that Jones is in
debted to Robinson, of his county,
$8,000. Tho Multnomah assessor
finds out from Robinson, that he
owes Jenkins, of Marion county,
just that much, and so it goes, the
result- being that the $8,000 of
property ultimately escapes taxa-
tion, and in tho meantime the
county, organizations must have
money; the only way they can get
it is by voting high taxes. Hero,
we think, the present system is
faulty. Again, we own a $1000
lot here; on that we borrow 81000
and buy another lot; the assessor
values our two lots at $1Q00, and
wo ngree that that is a fair valua-
tion; wo .offset that by tho docla
ration that wo owe 81000, and
thus escape taxation on 82000
.'worth of propeity; if the man that
"we borrowed the 81000 from is
smart enough to fix it up with
somo one that he owes or says be
owes, the county is out just that
much.
Of course the intent of the law
is good; its effect is what wo criti
cise., This wholo matter of taxa
tion irahard question it's a good
deal like human nature, a very
difficult thing to legislate upon.
Everyone is going to do the best
ho can with his money; and tho
point is to so simplify matters by
legislative enactment, as to foster
the material prosperity of the
communities affected by the law.
They tried threo years ago in Cali
fornia to mako it a crime to own
property by voting into existence
a state constitution that per
mitted of double taxation; of
course it was inoperative and fell
with all its force upon those least
unable to stand it. That mistake
need not be repeated in Oregon;
but something can be done to ob
viate the present circumlocutory
way of collecting taxes for the pur
poses of state and county govern
ment. "How aro you goinrr to do
it?" Let tho property holder, the

tho real estate, is, pay tho taxrs.
'But that is in the interest ol tu
capitalists, the money lenders; th tt
would bo taxing the poor man and
letting tho rich go free." Nothing
of the kind. Money is Just like
potatoes, or eggs, or cattle, or any
commodity. When scarce it is
dear, when plenty it is cheap.
Just now it is plenty. Men want
to rent it out for use wo gener
ally call that putting it at interest
they want good security; they
will be content to take five or six
per cent a year for it it one man
doesn't feel like doing that there
aro others that do it would be
better for the man that borrows
money to pay his creditor six per
cent per annum on tho amount
borrowed, and three per cent tases
to the state and county, than to
pay his creditor ten per cent pr
annum, and when the assessor
comes round be obliged to iiuKe
proclamation of how much he
owes. " iJut, says a turt!itr nh
jootor, "can money bo borrowed
fn Oregon for six or seven pi-r
cent per rtnnum?" Under the
conditions wo state exemption
from taxation it can. Time was,
when it would bo ridiculous to
mako such an assertion, but now
it is a simple statement of existing
facts.
The Oregonian, in discussing
tho question of Indian" "educa
tion," puts tho whole business in
two sentences: "Tho Indians do
not want books so much as tiioy
do training to work, which 13 the
great civilizcr of tho human race.
A largo percentage of Indians
educated in the past have return
ed to savagery, and overy educa
tional move should be gradual."
That is tho correct idea of it.
Senator Grover has reported a
bill looking to tho paymont of
Oregon und Nevada war claim.
It calls for an investigation of all
accounts of money expended on
indebtedness assumed "from the
earliest days," and from its pro
visions soems to bo a comprehen
sive document.
Tun resolutions in Wednesday's
convention were to tho point.
We want to see our Clatsop dele
gation take up a couplo of
planks of just such timber, and
have them put in tho Portland
platform next Thursday.
