enough, drawing the line between

remains but one way out of tho
mess that His Accidency No. 4 has

head. It is a serious question if

thirds of a quorum of both Houses.
In the Senate tho bill was passed
by a vote of 23 to 15. If ono of
the 15 can be inado to go with the
28 tho bill would pass. As far as
the House is concerned there
would be little trouble, as it went
through by an overwhelming ma
jority, and would bo repassed by
the same vote. Tho only thing in
the wav is the vote of ono Sena
tor. We hope it can be passed.
For tho second time in a few years
the Executive has denied tho de
mands of this coast; it remains
with Congress to recognize the
fact that tbo Pacific coast has
rights that the rest of the Union
must respect.
It was reported that the Chinese
embassy would bo withdrawn from
Washington, if the President ap
proved the pending bill. Some
thing awful is. supposed to have
been threatened by this, but we
confess our great ignorance by the
admission that wo cannot see what
great aifferenco it makes vv hethor
tho embassy goes or stays, except
to thoir hotel keeper. Our com
mercial interests will not be in
jurcd. They will send their tea
and silk here just as long as they
can make, money by it. If there
were, an embargo on the importa
tion' of thcif products, thov would
try to smuggle tbem here. Wc
-cannot;keep them off unless there
is 'a blockading squadron. Nor
are American merchants in China
likelyto'sufier any moro than at
present, there ate all conceive
ablo discriminations against them
now. Tho Englishmen, who
whipped their armies, destroyed
their 'fortifications' and exacted
hoavy indemnity from them, and
are ready to do so again when it
suits their purpose, have all of the
advantages- aud all of the prestige.
