teenth volume! Success is the cri
terion of merit, and it is'with satis
faction we state that .our efforts
to issue a readable paper have been
endorsed by the hearty support of
the community. During the past
six months our dailv circula
tion has increased just one-third
more than it was, and the weekly
list is nearly one-fourth more than
we found-it. We appreciate the
generous support accorded us, and
shall endeavor to merit it.
To Be Comrratnlaled.
"Wk, of Astoria, are to be con
gratulated upon the superior mail
facilities we enjoy. Inouryouuger
days wo were taught that "Patience
is u virtue." Virtue is n jjood
thing, but we stand in danger just
now of having this virtue business
overdone. Wo aro of the opinion
that this thing of delaying the mail
is about"played out." The Will
amette got in at half-past eight,
yesterday morning; at fifteen min
utes to nino we went over to Wells
Fargo's office; the agent had liw
box up from the steamer and was
well alone- with his werk: those of
us who were fortunato enough to
have mail in Wells Fargo's box
got it at a Christian hour. At
twenty minutes to elevon we went
up to the post-office and found the
U. S. mail had not yet come up
Irom the steamer that had arrived
over two hours "before. Now, we
don't care a continental impreca
tion who likes this or who deesn't:
but this pull-dog-pull-devil way of
doing isn't business. If this were
a little one-horse cims-roads of a
post-office where a dozen men sat
around tho village store whilo the
weekly mail was leisurely called
off, and each one sung out "Here"
when he heard his name, it would
bo all right: perhaps UV all right
anyhow, only we don't see it that
way. Can aiy one in the post
office or out of it tell why the mail
U not delivered with more prompt
ness? The business interests of
the place and its importance de
mand recognition of the fact that
time is money, and a man that
wants to answer his mail before
his correspondents forget what it
was they wrote to him about, does
not care to wait more than half a
day for it. This is not a matter
that needs fine language to set it
off; it demands plain talk, and iu
that we bold a flush and Ftand
pat.
There is no charity job about
mail service; Uncle Sam pays good
money for good work, and we all
whack up a good many dollars in
the course of a year for having
this work done. Any business
man in this town that would run
his business in such a way would
be 'sold out by the sheriff inside
of sixty days.
In this we are either right or
wrong and if any ono can show
us that we aro wrong, that it is
right to keep nien waiting half a
day for mail already overdue
our columns are at his service.
X Si mple Matter of Business.
Comments, in most cases unfav
orable;" have been indulged in re
specting what is termed Captain
Eads' threat to seek British cap
ital to aid tho ship railway pro
jeer, in tho event of a refusal by
the United States government to
avail itself of his offer, and vari
ous sarcastic remarks have ap
' peared to the effect that tho
country will not be totally ruined,
even if Capt. Eads should carry
his scheme to another market.
That which is alluded to in or
der to create an unreasonable pre
judice against the great engineer
is na threat, but the mere state
ment of a business proposition.
Under the provisions of the char
ter obtained from the Mexican
government certain privileges may
""be granted in tho matter of rates
of toll and free transportation of

country from whence tho assist1
ance comes. If the United States
lend their aid they share theso
grants with Mexico to the exclu
sion of other nations, but if Capt.
Eads obtains assistance elsewhere
the country extending the aid
reaps the benefit of the low tolls.
It is au important pait of the
argument to show how much this
Government will gain or lose by
its agreement or refusal to guaran
tee interest on the ship railway
bonds, and Captain Eads would
not be justified- if he did riot state
plainly what advantages would be
lost to the United States by their
refusal and who would profit there
from, and in so doing he uttered
no threat.
It is a matter of great import
ance whether American vessels
shall my half as much toll for
transportation across the Isthmus
as those of any other country ex
cept Mexioo, or twice as much n
some favored country, and wheth
cr or not our war vessels, property
and mails should be carried free.
Captain Eads would certainly be
very blamable if ho passed over
his own country and sought aid
elsewhere, the extending of which
is to bo accompanied by so" many
special privileges, and his stating
that, in the event of the failure of
Congress to pass his bill, he will
cross the Atlantic for assistance
and take his charter with him, is
in nor sense the utterance of a
threat, but a simple reference to a
business proposition which it would
be well for Congress to consider.
Our commerce, reduced as it is,
cannot afford to pay double the
rate Of toll charged British ships,
for instance, to get from the Gulf
of Mexico to the Pacific ocean.
Is the instructions "to mariners"
lately h3ued by the Portland
Board of Trade, there is observ
able a little of the jealous feeling
against Astoria which we had
hoped was nearly obliterated.
Under the subheading of "har
bor charges" wo find the follow fellow follew
ing: "Wharf charges Portland
none, Astoria 25 cents per ton)
Wo are informed by the ownors of
wharves here that this is untrue.
The custom at Astoria is tho same
as at Portland to charge the
shipper the wharfage and not the
ship.
