prepared several tabes relative to .
the necessity tor bar imprevement:
showing conclusively that if we
expect to acquire or retain the
most desirable par: of the world's
commerce that our port is enti
tled to, the bar must be improved
so that vessels need not be de
tained when ready for sea, but
jnay be towed out at once. Among
other statistics is the estimated
loss in detention to vessels out
ward bound foreign, on account
of want of sufficient draft of water
on the Columbia River bar, for
the seven months proceeding 1st
of January, 18S2. In calculating
loss, the detention to the ship is cal
culated at the rate of 8 cents par
register ton per day. Tha loss
by detention to cargo is e insu
lated at the rate of five per cent,
per annum on actual value. 2o
detention is estimated in any case
until the vessel is fully ready lor
sea and cleared at the Astoria
Custom House.
Under this confessedly low es
timate the aggregate of loss by
detention is something that dem
onstrates as nothing but figures
can demonstrate, the need of a
more toward state of affairs tli an
at present .exists. Taking the
last month of '81 we find that the
Wealthy Pendleton of 809 tons
register cleared on Dec. 19th and
sailed Jan. 14th, '82, a detention
of 26 days and a consequent loss
of 1,882 dollars; the Loch Fergus,
of 874 tons register cleared Dec.
6th and sailed Jan. 12th, a deten
tion of 37 days, involving a cor
responding loss of Si,9S3; the
Thunderbolt, 23 days, $2,746; the
Lindores Abbey, 2!) days, loss
$2,338; the Rainbow, 81,90'2; the
Peeblesblre, 2,350; the Diana,
$1,704; 4he Woodhall, 1,720; the
Kirkwood, 1279 tons register, lay
inside 35 days with a correspond
ing loss of 83jS28; the Algoa Bay,
$2,496; the Jas. A. Wright, 62,
040; the Anglo .Norman, $1,802;
the Emma T. Crowcll, $2,952; the
Annie Maine, 8920. Here we
liave an aggregate loss by reason
of detention to vessels that cleared
from Astoria during December
last, of 31,759.
We have from time to time pub
lished several articles in. relation
to the Columbia bar that were
calculated - to show the necessity
for such improvement as befits
the- necessities of the Columbia
river. Those articles have stated
factsthatarcpatenttoallaud are not
susceptible of contradiction. The
above figures are given simply to
illustrate our position. It is not a
question of tugs nor tides. It is a
question that can be answered sat
isfactorily in but one place the
Congress of the" United States.
The Difference.

that Congress should give them the
right to build a bridge across
Young's River, tho rijrht was rS
fused. From the priuteu report
of the case we find the reason as
signed, that "Young ' River, al
though a navijrable stream, lies
wholly within the state or Oregon,
and therefore the State has exclu
sive control of its navigation."
Congress is now asked to au
thorize a bridge to ba built across
the Willamette at Portland, which
will assuredly bo done. And it
should be done. Bat what wo
complain of is the favoritism
shown our groat railroad-grant
corporations by Corgress. The
two cases are' precisely the same.
The bridge across tho Willamette,
like that across Young's River, is
to be built across a "navigable
stream lying wholly within the
state of Oregon.?' But a power
ful railroad-grant corporation asks
for the one. and n. little lo"al cor
''
poration and community asked for
the other a-corporation that pro -
posed to build a railroad to the
Willamette valley, without any
land jjranr.

a good deal. It is not a question
of geography, but -one- of public
sentiment. Any agitation of the
temperance question must assured
ly work a benefit; for that reason
it is well to discuss the matter and
stir up opinion about it. Any law
is a failure unless it is backed up
by public opinion, and for that
reason prohibition is a failure m
California. The matter is worthy
of a trial here. It might bo passed
by the Legislature, given a fair
trial, and if sustained by public
opinion it would stand; if not, it
would become a dead letter and
remain inoperative without the
formality of a repealing.
Wi: have not yet teen a single
newspaper of the Pacific North
west that has opposed the forfeiture
of the Astoria land grant. It is
palpably unjust that a railroad
company should try to hold a grant
of land for an indefinite time where
there is not the slightest disposi
tion shown to build it. The grant
must be declared forfeited, so that
another railroad can be built in its
place and the country can be set
tled. That is the unanimous senti
ment in Oregon.
The New York Tribune says:
There seems to be a growing im
pression among Republican poli
ticians of all shades of opinion" in
Washington that Conkling will
not accept the appointment of, as
sociate justice nf the Supreme
court; although twenty-four hours
ago the impression was quite gen
eral that he would accept.
Easti:i:x papers are discussing
the advisability of the veintroduc
tion of knee breeches for men.
The St. Louis Globe Democrat
touchingly says that: "It is well
to remember that the constitution
of the United Slates was adopted
in knee brooches." That ought
to be conclusive.

mand for them, or they wouldn't
come.

South America gives rise to the
belief that even the refuse cedar
of this northwest coast will be of
great market value.
