The irrepressible editor of the
Argonaut, writing to his paper,
says: There are but two topics of
general interest in "Washington at
the present time. The first cen
ters about ex Secretary Blaine;
the other about ev-Senator ar
gent. There is not in Washing
ton, or in all this eastern country,
a friend of the administration,
from tho President down to lilack-and-Tan,
nor a .-Stalwart, from
Conkling to Guiteau, nor a jour
nal at issue with Blaine, from tho
New York Herald down to the
Bungtown Gazette, that is not in
full and harmonious cry after the
ex-Secretary of State. He is mis
represented in every particular.
His motives are questioned. Ev
ery act, every line of his corres
pondence is tortured and str.sined,
that his enemies may deduce from
it some proof of something that
may render him unpopular and
unavailable for the next Presiden
tial campaign. The truth is that
President Garfield and Secretary
Blaine started out upon an admin
istration that in the dignity and
firmness of its foreign policy would
have reflected honor upon tho
country, and would hate made it
respected abroad. Every line of
correspondence that has as yet
seen light and thero is yet an
other chapter which I have been
permitted to see, but which has
not been published is mederate:
and yet, every thought and ex
pression of tho whole reflects that
which every intelligent and patii
otic American feels in reference
to the attitude of this country to
ward foreign powers. True Amer
icans would have the United States
exercise its influence and offer its
mediation toward every govern
ment of this hemisphere, to the
end that we and they might have
peace instead of war; that we
might be free from internecine
conflicts, and from neighborly
quarrels. They would have us all
banded together for protection
against foreign aggression. If
Chile, under the influence of Eng
land, has, after the conclusion of
the war, exacted an indemnity of
fifteen hundred millions of dollars
for what cost her six millions of
pounds, and to secure it has deter
mined to despoil Peru of her terri
tory, and destroy her nationality,
then tho intelligent America
citizen would have his country say
to Chile that such exaction is not
in harmony with a general Amer
ican policy, aud is not permissible.

And his desire is to assert
t .American doctrine. This was
ae attitude of the United States
so long as the pen of our diplo
macy was in the bauds of one truly
great. In accordance -with" this
policy, circular letters had been
issued to seventeen republics in
this hemisphere, asking them to
send delegates to a peace congaess
to conveno at Washington in No
vember of thi3 year, for the pur
poso, not of adjusting present dif
ficulties, but of considering mat
ters looking To tho future of the
American republics. This circular
was sent out by President Arthur
and now the President, through
Mr. Frelinghuyscn, has reversed
this programme. He has annulled
thi3 invitation, and has climbed
down and out of tho place where
he himself had determined to
stand. If it is not to thwart Blaine
and defeat him for the Presidential
nomination, then it is in deference
to foreign nations, aud in fear of
England. But whatever the mo
tive, it is a cowardly abandonment
of a position that the United States
government should have been
proud to hold and stout to main
tain. The friends of the adminis
tration are apologizing for tliis
mistake. It has given Blaine n
weapon that he willnot bo slow to
use; for whatever relation anyone
may hold toward him, all :igrc?
that he is a man of brains and
courage. lie is ur&vn in aeiense
and bold in attack.

that made Ireland a free nation,
and though the sunburst had but
a momentary gleam before it again
was shrouded in blackness, yet the
memory tf the great orator, the
pure patriot and devoted lover of
his country should be remembered
and reverenced by all who reflect
with pride upon the victories of
freedom whatever the field upon
which it was fought.
