legally elected. The famous pro
hibitory liquor law is- one of the
statues thus nullified and set aside.
If other st ites take, that decision
as a precedent it is difficult to see
how any law can be sustained if
the higher court dees not approve
of its policy. In almost every
state some of the seats of the
members are contested; there are
always charges f fraud and
bribery, and there can be plenty
of proof produced, years after
the alleged occurrences, if by
fixing it .up. laws which interfere
with private interests can thus be
set aside. It is tile traiitinnal
doctrine of congress and all state
legislatures that law making
bodies are the judges of the quali
fication? of their own members.

braska courts have heretofore' ex-
hibited an alarming rea.diness to
et aside laws and constitutional
amendments, in order to carry into
