MISCELLANEOUS
No Argument.
Pixley, who is doing Washing
ton at present, writing of the
great question soon to become
the leading issue in American pol
itics, says that the question of free
trade is gathering headway and
the protectionists are being put
upon the defensive. He says "It
is urged that the protective tariff
is working For the benefit of the
rich; that it is the great and
wealthy manufacturers who are
reaping all the benefits of the ex
isting laws; that the working class
es, laborers, skilled artisans, and
the farmers In fact, none except
the manufacturers are benefitted
by the jjresent tariff laws. The
iron imprests and the ship-builders,
it is claimed, are making ex-
horbitant profits, while our com
merce is. suffering. Give us the
opportunity to go into the World's
market to purchase ships, and we
will soon build up a commercial
marine that will equal that of Eng'
land, is the argument of the mer
chants. Allow us to go into the
world's market for iron, say the
railroad men, and the result will
be less cos ly railways, and, as a
consequence, a reduction in freights
and fares. We have no protec
tion for our agricultural products,
say the farme s, and we need none.
Give us free goods in return for
those products. Everything is
protected except labor, say the
working-men. There is an unre
stricted immigration allowed from
Europe and from Asia. There is
no tariff on bone, and sinew, and
muscle. Protection, they say, is
for capital only. Our wages for
skilled labor are not greater than
in England, or Belgium, or France.
The manufactured goods of those
countries can not enter our ports
without paying enormous duties,
while the men who manufacture
them are permitted and encour
aged to come to this country and
enter into free competition with
us in the very factories in which
we labor."
One very plain evidence of the
destructive oharacter of "protec
tion" is exemplified in the fact that
in the one instance of the Central
and Southern Pacific Railroad
company, that corporation has paid
for steel and iron eleven millions
of dollars more than they would
have paid had thore been no pro
tective tariff. Thus in that one
item, is shown how the Pacific
coast has to help enrich the Penn
sylvania iron mill owner without
any corresponding benefit. But
our protectionist friend when he
reads this will say, "Oh, well, they
might as well have it as the Cali
fornia monopolists." Not so. Two
wrongs never balance each other
and in the presont form of our
protection laws it is only the old
story of monopoly over again. If
danger ever does come that the
diversified interests'of our country
demand disunion, one of the
strongest arguments will be such
facts as we quote. The removal
of the present injustice would lull
any murmur of such a feature.
The Seattle Post Intelligencer
is, of course, making all the capital
it can out of the circumstance that
the captain of the bark Vesuvius,
drawing nineteen and one-half
feet, sailed .into the bound recent
ly. Commenting on a recent item
of ours it savs: "Our neighbors
had better cease encouraging large
vessels to get to their places of
destination." Last Monday the
Beecroft, drawing twenty-two feet
nine inches, went out in safety;
the captain of r that vessel, after
clearing, in talking with us about
his price, said that nowhere else
could he get such freights, and
that there was "big money" in
coming to the Columbia; that
taking into account the detention,
pilotages, etc., sixty shillings a ton
would pay handsomely.. He got
nearly fifty per cent. more. Of
course there are delays in getting
in and out over the bar. Does the
P. I. know of a single port on the
coast where there are not? We
only know of one San Diegor
but the product of a year of the
whole 15,000 square miles of that
county wouldn't gi e the Beecroft,
or the Trafalgar the cargo they
took out. As long as ship owners
can get good charters for vessels
they'll send them here; these
things regulate themselves, and
when the proper amount of work
is done on the bar the last show of
argument will have disappeared
from our neighbors of the Sound.

Considerable favorable com
ment is now beintr made on the
proposition to add two or three
more departments or secretary
ships to the cabinet. 'Tis a good
idea; the present secretaries are
overworked. The secretary of
the interior, lor instance, has a
vast and constantly accumulating
amount of unattended business.
Among other innovations it might
be well to institute a "department
of economy,'i.a division of gover
nmental function that would be a
system of checks and balances,
and tend to repress the ever in
creasing desire to add to the ex
pense of running the govermental
