Mex who have given the matter
attention, say that bribery in the
Eiighsh elections has been far
more extensive, open and brazen
than in the most corrupt parts of
this country. It has generally
been in small constituenciesand
consisted in giving money to peo
ple directly for- their votes. The
high standing of those who have
been in the habit of. disbursing
corruption funds lias heretofore
been a shield against punishment,
but there have lately been some
convictions which may have a salu
tary effect. The "respectable"
'criminals -were not pardoned be
fore they.wcnt to jail, as the Cam
eron crowd did it in Pennsylvania,
but will have to serve out the
terms for which they have been
sentenced. In large constituen
cies the British will learn to follow
the American plan. The govern
ment will judiciously distribute
offices among the more active poli
ticians and will buy up stump
speakers and petty leaders. It is
a vulgar bribe to gain the vote of
a man by giving him money, but
it is all right, according to many
politicians, to use offices as re
wards. The British method has
one advantage; ihe fellows who
se.ll themselves, are not placed in
positions which ought to be filled
with honest and capable men.
Presidential Succession.
The over present knowledgo
that the assassination of our chief
magistrate is likely to change the
political complexion of the Gov
ernment, reversing the solemn
verdict of the people, suggests the
need of some legislation which will
malce it impossible to effect such a
change bv the destruction of a
single life. It is almost universally
the case that vice-presidents go
contrary to the implied policy of
their predecessors, indeed if the
place could be abolished by con
stitutional amendment, an element
of great danger would bo removed.
The natural line of presidential
succession should bo through the
cabinet. It is the personal history
of a presidential candidate that is
the most potent cause of his elec
tion, forlhat gives general assur
ance of his future policy. In
selecting his cabinet he selects
men that arc in accord with him,
and therefore with the majority of
the voters of the country. His
death could cause no political
changes. It would be necessary
for future Guiteaus to kill the
president and the entire cabinet
before they could overturn the
nation's affairs. And the execu
tion of Guitcau will not p'revent a
recurrence of regicide, if by such
murder minority factions may re
new a lapsed leaco of power. The
great temptation to such a crime
can best be removed by changing
the present manner of the presi
dential succession.
An Indian Empire.
The recent purchase of a right
of waj' across the Indian Territory
b a railroad company, reveals
rather a curious state of affairs in
that part of our great republic.
The company in question asked
for the use of a strip of land two
hundred feet wide with additional
strips at places where stations
were to be built. To secure this
privilege the Go eminent of the
.United States had to send an em
bassador to the Choctaw nation
and ask it as a favor from the
dusky government for the railroad
company. After much diplomacy,
intrigue, and circumlocutory ne
gotiation the "boon was granted,
the railroad company -being obligpd
to pay a high rent. The two
hundred feet so secured across
that isolated spot is a sort of dead
line. A United States citizen go
ing beyond on either side does so
at his peril. As far as safety or
protection goes, he might as well
be in.Kamscbatka for all the good
our Government would be to him.
It is rather a singular state of
affairs to exist right in the heart
of the nation.
Abkam S. Hewitt says that a
certain American steel rails mill,
having a capital of $2,000,000,
made a profit in one yc.ir of
$2,000,000. This was done In
availing itself to the utmost of the
tariff of 528 per ton, amounting at
present prices to about 98 per
cent, of protection. Mr. Hewitt
thinks the steel rails men could set
along well enough with $14 per
ton or about 50 per cent. Alta.
That forms a very pretty one
sided argument for the protection
ists, but the purchasers, out of
whom the company, having a capi
tal of $2,000,000, made a profit in
one year of 2,000,000, might have
a different argument.
The General Association of the
Congregational Church of Califor
nia has had Judge Davis, Presi
dent pro tem. of the Senate, pre
sent to that body a scries of
resolutions urging recognition of
the rights of the Southern Cali
fornia Mission Indians. No more
wretched record of injustice exists
than the history of those unfortu
nates and their treatment by their
white conquerors and present ox
terminators. It is positively stated that ex
Senator Sargent will be appointed
Secretary of the Interior afterFeb
ruary 1st. There is enough busi
ness under the generic title "De
partment of the Interior," to take
up the time of half a dozen heads
of departments. The growing
wants of the industries necessarily
neglected renders some additional
secretaryships unavoidable.
The Rev. Dr. Woolfolk has a
neat plan lately, presented to the
Polvtechnic societv of Louisville
to "clothe all the Arctic region in
living green, and make the wintry
world blossom as the rose." The
Rev. doctor's plan for thus clothing
and blossoming the northern lati
tudes, is to explode 1,000,000
worth of powder on the extreme
western verge of Alaska.
The 'Washington grand juny
have summoned witnesses in the
star route cases, and it is claimed
that even yet sustainable indict
ments will be found against the
guilty parties and that they will
be punished.
"What's in a name," is being
exemplified in New York, wlierc
the editor of a paper called
"Truth" is being tried for perjury.
The question after the Guiteau
trial closes will be what Judge
Cox shall do with his acquired
reputation.
