McDon ald, of Indiana, differs in his views very materially from the latter day opinions which Senator Voorhees has been advancing. Mr.tc Donald, says an exchange, holds that the power to levy a tariff is under the constitution clearly vested in Congress as a revenue measure and that its proper exer eise is in strict accordance with that idea, and whatever protection arises under a tariff ought to be in cidental to it, and not its purpose or object. He believes in raising revenue to support the Federal government, as far as practicable, by import duties, and would be very glad to do away with the in ternal revenue system almost en- tirely. He thinks the true theory of all commercial countries is free1 trade and that the sooner wo can approach toUhat, consistently with' supplying governmental wants, the better. '"When the purpose of a tariff is simply protection, and not reve Liiue, it assumes the form of bounty on which the consumer is taxed for the benefittof the producer or manufacturer. And as there are more consumers than manufactur ers or producers, it is a tax on the many for the benefit of the few. He thinks the benefits of free trade are fully illustratedby our inter nal policy, under which all trade between the states is unrestricted, and believes there is no wiser provision in the federal constitu tion than the one that secures this condition of things. As no state can levy any impost duties or place any restriction upon inter state commerce, we have among the several states of the Union unrestricted free trade. Protect inur Hie President. The Chronicle thinks it is no surprise that a bill has been intro- duced in congress for the better protection of the Presidents of the United States from assassins. A 'law to this effect has become a public necessity. We have just seen how easy it is for any scoun drel or disappointed office-seeker to bring the government to the verge of a catastrophe by murder- cingra President. And we may yet see how hard it is to mete out justice to such a wretch under existing law. If Guiteau can make a single one Of the twelve -jurors who are frying his case bo- ' lieve that he is insane, his chances of escaping the gallows will be at least as good as two to one. And if at last he is adjudged in sane and acquitted of the murder, there is no law to keep him in a lunatic asylum a day after the Superintendent shall pronounce -- him cured. The Hawk bill pro vides that an attempt on the life of a President of the United ''Stales shall be punishable, on conviction, by death; and if the accused shall prove insanity, he pshall benconfined in a lunatic asy lum for life! It looks hard to make an attempt at murder a capital crime in any case; but is is better forthe whole people toexend this" protection to an officer whoso taking off might endanger the peace of the Republic than to err oh the side of lenience. We have abeen all educated to regard the President as no better entitled to "protection than any other citizen; but experience in 18G5 and again , jn 1881, demonstrates that thre is a flaw in this reasoning, and that ' m as a- matter of fact the President's life during his legal term of office, is something more to the country r 'than the 'life of any other citizen, public or private Most of tho State Constitutions contain a pro- - Hvsipn "Jiiting capital punishment to the crimes of murder and trea- '-, soiAfulider a law such as Mr. v Hawk proposes, an attempt should ' be made on the life of a President in'one of the States So limiting cap- ital punishment, there might arise a conflict between the Federal and ' local law; but as "the Acts of Con-, gress" are classed by the. Federal j Constitution among "the supreme j laws oi the land, anything in a State law or Constitution to the ; . , ,. ,, . w.jutu. """ .m. ...j ... , State law would have to give way. The bill is a public necessity and should become a law. Sydxey Smith is credited with saying that men are 'always hap pier for having been happy, where as most observers would cei tainly say that men are the happiest who have been miserable. No enjoy ment, in his opinion, is confined to the present moment. A man is the happier for life for having onci made an agreeable tour or lived for any length of time with pleas ant people or enjoyed any con siderable interval of pleasure. This may be true, but it is only true in proportion to the rarity of the pleasure which makes in the memory tho longer from the con trast it affords to ordinary experi ence.
