Ax Alta correspondent, in writ ing of civil service reform, thinks that any one in saying that the adoption into the American civil service of the leading principles of the Prussian bureaucracy life tenure and promotion by regular gradation from -lower to higher would reproduce in this country all the objectionable features of aristocratic exclusiveness and sup erciliousness, forgets that every nation has its own peculiar social conditions, which exert an impor tant influence upon political insti tutions. In Germany society is not democratic, but aristocratic, and in no aristocratic or monarchi cal Government can the civil service possess the social tone of democracy, no matter upon what principle it is organized. To ig nore the influence exerted by an Imperial Court, hereditary titles of nobility and aristocratic tradi tions that have been crystalizing for a thousand years, and say that these do not exert an effect upon tho tone of the civil service but that its condition depends entirely upon the length of the tenure and the manner of formation is to make an assei tion which common sensi cannot couutenance. We know, as a fact, that the efficiency, economy and tone of the civil service are to a larjre extent differ entiated by local conditions in dif ferent countries. Russia, Germany and England have systems of civil service not very unlike in the fundamental ideas of organization, and yet how different the results? Uunder the peculiar influences of Russian life, the Tchinovnik (as the Government official is called) becomes a dishonest, rapaoioas, petty tyrant, the perpetual terror of the peasantry insomuch that tliey have a proverb to this effect: "If you would defend yourself against a wolf, take a gun; against a tchinovnik, take a. rouble." In Germain', where the elements of society are not in the chaotic dis order that prevails in Russia, pecu lation in civil service is almost unknown, but, as the bureaucracy draws its breath of life from an Imperial Gourt and not from the people, its tone is naturally aristo cratic. In England the same sys tem is seen to be still further , modified by tho influences of greater freedom of discussion and parliamentary Government; but the undemocratic social traditions of London could not be without their natural effect. Here, in America, everybody stands upon a level; the publicity of the press permeates everything, and there is no chance for the tip-building of aristocratic traditions; consequent ly, there is no reason to suppose a life-tenure or promotion for merit would here transform a customs collector or a postmaster into a Russian tchinovnik or a Prussian bureaucrat. In the American army iand navy, life-tenure has always been the rule, and yet, is there not an important difference between the American ofiicer and the En glish or German? In the civil ser vice the difference would be far more marked, because there would be nothing to require the strict subordination of ranks and grades that is essential in the military and naval services, and because, ming ling more constantly with the mass of the people, there would be less chance for the growth of esprit de corps. .: ' Si courtesy, condescension and accommodation had an important influence in putting persons into our present appointive Federal service, we might consent to be lieve that the partisan "system -, tended to the development ot those virtues, and to that extent deplore its abolition. But we know those considerations have the remotest possible influence in securing ap pointments, and that the determin ing considerations are personal friendship and political service. It is assumed bv the anti-reformers that tho 10 proviso "during good be-1 15 would practically amount havior to nothing, and that life-tenures would bo universal, but there is no ground for such an assumption. The party in power would be held accountable for the general con duct of employes, and if that be came so odious as to excite de served indignation, the party would be compelled, in self de fense, to adopt remedial measures. It would be the more willing to do so, because it would not then have, as now, an interest in the mainte nance of many of these abuses and the retention of their authors. "While opponents of civil service reform are speculating and ro mancing about the probable effect of life-tenures and graded promo tions, they might give us a candid opinion upon the tendency in the direction of official oourtesy of some of the features of the spoils system. For example, is the con sciousness by a public ofiicer that he was appointed by a political "boss" and that he is irremovable as long as the "boss" retains his power, likely to make the officer polite and accommodating, or the reverse i A San Francisco dispatch of the 28th says: ;In the suit of George K. Fitch, of the Bulletin and Call, against Charles De Young & Co., of the Chronicle, for libel, in charging that the columns of the Bulletin and Call had been sold to the railroad company, the demurrer of defendants was sus tained by Judge Allen, of the Superior Court, on the ground that a newspaper has a right to sell its columns, and it's no more libelous to charge a journalist with selling his newspaper than to accuse a merchant of selling his wares." Public opinion is not likely to sus tain Judge Allen in such ruling. Tue only argument says the Albany Democrat that ever was worth a cent in favor of a protec tive tariff is that our laborers should be protected against tho "pauper labor of Europe," Then why in the name of sense do not the protectionists prohibit the im portation of European laborers. That is the short and only way to protect laborers in this country; any other protection is pocketed by the favored capitalists. It would seem that there are "cranks" in congress as well as out. One individual has demonstrated his idiocy by demanding that a congressional protest be made against the recent saluting of the English flag at Yorktown. An- other has introduced a bill looking to the establishment of an income tax. Permission has been granted by the British government to the German Union Telegraph Co. to use Valencia as a connecting point for the cable which is to be laid from Emden, uniting the German Empire direct with the Anglo American system of telegraph cables. A xoble army of one liuti dred and two cigar packers re cently struck in New York, re fusing to work for their employer because he had hired a girl, the sister of a fellow workman, to pack cigars in boxes, at eight dol lars a week, to support herself and mother. It is to the credit of President Arthur that it was at Iris direction Judge Porter was put on as asso ciate counsel for the Guiteau prosecution. It was Porter's ex amination that broke down the "insanity"' dodge. The government ctill pays S000 pensioners of the war of 3S12 and 35,000 on account of the Mexican war. No one has the temerity to demand a pension by reason of the Revolutionary epoch. , Tue patience of Judge Cox be came exhausted last Wednesday, and after one of Guiteau's clever est hits, he ordered that the pris oner be removed to the dock, Guiteau has issued a "Christ mas. address to tho American peo-1 pie."
