' The State of the Case. A Correspondent writing in reference to the Astoria land grant thinks we are'Hoo charitable" in. saying that the railroad company is not to be blamed for holding on to the grant. It is far from our intention to attempt any justi fication of the course pursued by the railroad company in this mat ter; what we said and what is now rpntyited is. that it is the jrovern- ment that is to blame for allowing such abuses to exist. Human nature average Caucasian hu man nature is to take advantage of every good point, to make the most of every opportunity, and if the repressive power is unable or unwilling to check the natural grasping tondencj of mankind and unkind, it is but in accordance with poor humanity's impulses to aoro-randize and hold. If our cor respondent could fix matters so that every one in his vicinity would have to sell their butter to him at his own figures, and could also arrange it so that we here in Astoria would have to buy our butter of him at whatever price he saw fit to ask, or go with out, he would have "a good thing," and 'tis probable would feel justi fied in getting up a little corner in the butter business. But the abuse would correct itself: the producers tMBconsumers wouldn't stand it fc railroad company stands be tween the producer and consumer, the government and the governed; the grantor and the grantee; the seller and tho buyer; the govern ment is the stronger and should abrogate all the acquired but for feited privileges oE the party in the manger. But if our public corpor ations and other public servants are allowed by lax masters to grow insolent and unjust, the power that made them must be looked to to unmake them. rn4- .rvl 4-fn , 4" ttfMllfl lrt VVkrt. We note that the new plan ol carrying grain to England from San Francisco by steamers is on the increase. The British steamer Ceylon, Devonshire and Cascape dia are on the way thither for that purpose. The two last men tioned ones are from Hongkong. These steamers carry on the aver age one half more than their reo-ittered tonnajro. Another brochure from the same articls says that "Clatsop Spit is constantly wearing off and the gult stream is forcing the sand across the channels .and shoaling them."
