Secretary of the Treasury Folger, in his exhaustive report gives due prominence to matters of piesent import. In the matter of reducing taxes he says that the rapid reduction of the public debt and the increase of surplus in the treasury now present the question to congress as to whether there should not be a reduction of the taxation now put upon the people. It is estimated that if the present rate of receipts and expenditures is kept up, the public debt now existing may be paid in the next ten years. In view of the large sum that has been paid by the present generation upon the debt, and of the heavy taxation that now bears upon the industries and business of the country, it seems proper that another, generation should meet a portion of the debt, and that the burden now laid up on the country should be light ened. It is to be considered, too, whether the seeming influence of the treaty does not provoke ex penditures larger in amount than a wise economy would permit, and upon objects that would not meet with favor in a pinched or moderate condition of the Federal exchequer. In some quarters there is already talk of an overflowing treasury. and projects are put forth for lavish expenditure, not only to the furtherance of nnblio works of doubtful legitimac and expert ence, but in aid of enterprises no more than quasi-public in their character. It is for congress to determine .whether there shall be a reduction of the revenue derived from tax ation. If it does this, it will be important to know how it may best be effected. The statement from the Internal Revenue shows the income of that department to be S135,lGi,385 for the year end ing June 30th, 1881, and that was in excess of the preceding year by 811.254,301. A large part of this was from the tax on spirits, tobas co and fermented liquors. A tax on these articles is a tax on appe tite or indulgence legitimate subjects of taxation when taxation is needful. A reduction on that tax is not recommended. Other objeet-i from which inter nal revenue is derived are stamps on bank checks and matches. The former is a tax on business and is somewhat irritating and hampering in its nature. The latter is a tax on an article of hourly necessary consumption by all classes. It is urged by some that the abolition of the stamp tax on matches would not reduce the price of the article to the con sumer. That objection does not seem "well founded, when the cost of the stamp is in so large a ratio to the cost of the article when stamped, and when the economy of purchasing stamps in large quantities give to capital an ad vantage in the manufacture of an article. There is also a duty derived from proprietary stamps. An abolition of a revenue from these three sources wonld be an equal lessen ing of the burdens. The tax on deposits in national banks and upon their capital, in the judg ment of the Department, may with propriety and justice bo lessened, if not entirely removed, whenever it is determined that the public revenue exceeds the public needs. The tax on circulation is different in its nature. It is a tax ou the franchise of profit to the favored grantee, and upon a subject in the furnishing of which to the national banks the Government is at an expense. This seems a reasoa that while taxation is a means of meeting the Governmental expen sesvthis tax should not be among the first taken off. There are other minor sources of internal revenue that might be given up, keeping that from spirits, ferment ed liquors and tobacco. The other source of revenue where reduction may be made is customs. It already appears that revenue from customs for the 'ear ending June 30th, 1881, was 198,- 150,676, being an increase of $11,- 637,616 over the preceeding year. The attention of Congress is called to the present method of classify ing the duties collected upon sugar, molasses and melada, with a rec ommendation upon the part of the Secretary. MISCELLANEOUS. R. and N. com pany's line after striking the head waters of the Columbia river?1' "It will use for the present the O. H. & N. Co.'s line from the confluence of Snake and Columbia rivers and along the south of the latter for a distance of about 200 miles. The Northern Pacific pro pose building a line of its own on the northern bank of the Colum bia, which it will, of course, use when it is completed." When asked "Will the road be built from Ainsworth to Ta coraa?" he replied, "i'es, the Cascade branch. The final re ports of the engineers upon the several surveys are not yet made and can hardly be completed owing to the severe season before spring. The company will, how ever, build the branch, and if a definite choice of routes can be made in season, work will be com menced from Ainsworth during the ensuing year.
