"Weaker Vessels."
As eastern exchange, discussing
the question of "woman's rights,"
and more especially the question
of sex in politics, styles the gent
ler half of creation "weaker ves
sels," and goes on to say that the
influence of the difference of sex
upon every field of human activity
seems to have been forgotteu by
those who would admit women to
political equality; and further says
that to admit them upon any ar
gument as yet advanced would be
stupendous folly- It is, certainly,
a difficult matter to correctly pre
dicate the future, and a matter of
uncertainty as to what effect upon
politics and political power the ad
mission of women would have.
But it is not difficult to see
that the point taken in this in
stance is not tenable. The argu
ment is a good one that says "tho
passion arising from the difference
of the sexes is one of the most tre
mendous of all of the social forces."
But its influence in politics must
certainly be more detrimental un
der the present system than under
a new regime. If, as is asserted,
"legislators make fools of them
selves under the influence of fe
male lobb3'ists," it is a very sure
thmsr that female legislators would
not be susceptible to blandish
ments of that nature. Then, in
dealing with "probabilities," it's
just as fair to make them appear
one way a& the other. The sup
position that female suffrage would
fill our State capitols with female
Tweeds and others of that ilk, is
not so probable as tho juster sup
position that their presence would
purify politics, just as the presence
of ladies always tones down the
conversation and general behavior.
Then again, 'tis asserted "women
arc to be considered, not as ideals,
but as human beings, often weak,
vain, impulsive, ill educated."
That is s, .and yet, like men, they
have a certain collective character
and a distinctive influence. For
instance: Since women began to
be educated in about the same way
as men, and have begun to read
almost as much as men, note how
literature has begun to lose much
of that grossness, of that licenti
ousness that it possessed when men
formed nine-tenths of the readers.
And if with such mending of
morals and manners literature has
become purer, may not "probabili
ties" as clearly indicate that other
fields mav yield fairer fruit?
It would seem as though a just
recognition of that "most tremend
ous of all the social forces" would
involve the cognizance of its
continuous presence and activity
and make it naturally serve as
a one factor in lifting women
out of a position of absolute
dependence into one of equal
responsibility, or, as the edi
tress of the New Northwest
tersely states it, "make it enabling
as well as ennobling." The world
is certainly safer, civilization, mor
ality and human progress surer, in
'the exact degree that women cease
to be dolls and take the stand that
befit them. It is indeed, easy to
see possible dangers and probable
disadvantages in the political
equalization of all members of the
civilized races, but easier still to
see the sure misfortune of an end
less disfranchisement of one sex

Canal, in which ho strenuouslv
upholds and xeitorates tho Monroe
doctrine, is causing wide-snroad
discussion. By thoso.who claim
that the Monroe doctrine should
occupy no place in tho matter, the
point is made that the treaty of
1850 made special provision for a
joint English and American union
of effort respecting the ship way
across the isthmus. The article
runs thus:
"The Governments of Great
Britain and the United States hav
ing not only desired, in entering
into this convention, to accomplish
a particular object, but also to es
tablish a general principle, they
hereby agree to extend their pro
tection by treaty stipulations to
any other practicable communica
tion, whether by canal or railway,
across the isthmus which connects
North and South America, and
especially to the interoceanic com
munications, should the same prove
practicable, whether by canal or
railway, which are now proposed
to be established by the way of
Tehuantepec or Panama."
One thing is evident, that
whether the Monroe doctrine shall
obtain or not, the canal is such a
commercial necessity that by the
force of events its building can
not long be delayed. Tho laws
which govern such movements are
above all questions of political
policy.

birthday. He is the oldest Ameri
can printer and the last of tho old
school of New York politicians.
Forty years ago he was a power in
state politics. He followed Tal
leyrand's advice: "Never write a
letter; never destroy one:1' His
trunks are full of treasured corres
pondence, some of it particularly
damaging to the political reputa
tions of some of the leading
lights, but he always refuses to
let any of it be published, "till after
I die."
