A representative of the Astor family "is a Senator in the New York Legislature. Mr. Astor comes of what may be called a hereditary millionaire family. The original Astor emigrated from Ger many to New York in 17S3 and engaged in the fur trade, becom ing ultimately the richest man in America. For a long time lie was the sole millionaire of the country. He stood clearly against the hori zon as a financial Colossus. He was surrounded for the most part by pecuniary pigmies, who had no more at the outside than $100, 000 to their names. The Astors are now overtopped by many men who had little or nothing twenty or thirty years ago. .But whether they will hold to their possessions with the same ; tenacity is another thing. The Astors have evidently been actu ated by the ambition to found a family. Their wealth, constantly increasing, has been handed down from father to son. But the re cent election of one of them to the New York Senate is the first po litical distinction won by a mem- i her of the family. Small as the political development ma' be, it is j 5. T above that usually achieved by the scion of the millionaire house Our institutions are not favorable to the elevation of rich men to high places in the state. This tendency is the result of a variety of causes. There' is n sort of moral communism which operates as a bar to the advancement of the man, notorious, principally, for his wealth, lie is envied by so many people, perhaps, of small minds, who are not quite so well off, that he rarely can be popular in a politi-; oi wo p,;, r i.;. i: ."' C ., "-' I-- tics woulrt be a costly allair. 1 lie rapacit' of political "strikers" knows no bounds. They require ten or twenty times as much from the millionaire as they would ex pect from the ordinary run of can didates. It is because of these facts that so few rich men act directly on our politics. There is not much dan ger to be apprehended to republi can institutions from a plutocracy. The man of wealth can scarcely be said to have any retainers, but those who are moved by the most selfish motives. The aristocracies of the Old "World had largely com mand of men. It is for this reason that without them the monarchial form cannot be maintained. But it does not follow for this reason that millionaires are devoid of all political power. If they cannot easily be made Governors, Sena tors or members of Congress, they can, if they are disposed, often mtnage lo control these officials. They have, in many -cases, the strings of real power in their hands. But as already stated, it is a power upon which there are some very sharp limitations. In some cases it must be admitted that the rule does not work well. There are many rich men who would be a great benefit to the Government They have the leisure to give to. their public functions, and they are above, at least, vulgar temp tation. Bulletin. German Ocean Once Dry Laud. The German ocean, or North sea, like the English channel, was once an inland plain or valley raised far above the sea level. The sea has but recently invaded this depressed plain, submerged its for ests, and superceded its river courses. The buried trees of its sunk forests are still standing, rooted in tJieir own vegetable soil, although beneath the waves. Cromer forest, which dips into the TY&ters from the coast of Norfolk is the most famous of the sub merged forests of the Germau ocean. This ancient woodland has been traced at low tide for more tlmn fnH-r miles. At certain sea-1 , ... .. The remains of land animals, too, as well as of the forests they in habited, are discovered in the hed of the German ocean. In his "Physical Geographv of Norfolk,1 Mr. Woodanl tells us that in less than fifteen years the fisher-1 ; men of the village of ITappis ' I burgh dredged from their oyster beds as many as two thousand teeth of mammoths. Bones and tusks of mammoths have also been i fished up from these watery depths.
