The XXI President.
Gen. Arthur has made a very
favorable impression upon the pub
lic men of both parties -with whom
he has been brought in contact,
and on so much of the general
society of the capital -as he has
met under restricted circumstances.
The pressure on him for place,
preferment, and promotions in the
armyand navy hap been enor
mous da' and night.
But the verdict is unqualified
that he has seen and patiently
heard all who approached him,
with. a frankness and cordiality
thatjsurprises most of them, and
without the least affectation of
official consequence, while never
forgetting what was due to his
position. lie has .exhibited the
happy faculty of satisfying appli
cants for office without making
any pledges or justifying any ex
pectations, except where his de
cision has been formed and could
be announced "without embarrass
ment. All the indications and the ex
perience thus far warrant the be
lief that he will be popular with
Congress, beyond any President
for many years past, and that the
White House, in its social aspects,
will become what it has not been
for a long time, the centre of a
cultured circle, with no sign of
vulgar pretension, and no parade
of offensive eccentricities, or of
hypocritical cant.
"If he should be as fortunate in
his political policy as it is con
fidently expected he will be in his
personal intercourse, Gen. Arthur
will bp very apt to give the Re
publican aspirants for the Presi
dency in 1884: much more trouble
than than they, are now anticipat
ing. If he has not already aban
doned all idea about the third
term, it will not take him long to
discover, when once comfortably
seated, that a first regular term
has attractions difficult to resist.
Tyler, Fillmore, and Johnson all
failed signally in the desire to suc
ceed themselves, because they
lacked the art to conceal a con
burning ambition. The very ef
fort to push it forward with in
decent haste disgusted the country.
and tinned both parties against
them. The future alone can tell
whether Gen. Arthur has profited
bythese lessons, which are so
plain in their instruction.
A Winter Passage.
The ship Macmillan, from Ant
werp for San Diego came by
the- way, of the Cape of Good
-Hope, which route is cer
tainly novel for a vessel bound
from the English channel to Pa
ciGc ports; but the experiment
suggests an important problem for
navigators when making the winter
passage. - The distance from Eng
land to California by the Cape of
Gpod Hope is - far more than by
Cape Horn But the perils" of the
Cape Horn passage, and its noto
rious uncertainties and attendant
delays' nfeyAipon mature inves
ligation, make- the route recently
tried by the MacMillan preferable
for sailing ships, at least in the sea
son of winter. By the Cape Horn
route every mile ef longitude the
ship makes (about 120 degs. before
reaching our Pacific coast) except
while crossing the. trade winds
belt, she must make in the face of
adverse westerly winds; whereas
liy the eastward route these winds
are almost ceaselessly in her favor
throughout the voyage, as the speed
iriade'by the MacMillan, 171 miles
per da illustrated.
The Californian for November
lias a pleasing table of contents
which includes several interesting
articles. This magazine has de
servedly won a place in the popu
lar favor, and if it had a regular
corps 5f paid contributors, could
.jgo'still higher in the matter of lit
erary excellence.
George Francis Train an
nounces that he has made his last
Bpeech and written his last letter.
If this be so, Arthur's adminstra
tion, thus far, is not as much ot a
failure as Eastern papers would
have folks believe.
The electric light towers of
Denver, Colorado, and Nevada City,
California, are pronounced failures.
The Republican of the former
place stigmatizes the light as being-
"an intolerable nuisance."
Most people say that important
member, the nose, was placed ex
actly in the center of the face, but
it is asserted that as a matter of
fact, it is rarely or never found
thus placed; it is almost invariably
a little out of the "square," and
the fact of it being so is often
that which lends a peculiar ex
pression and piquancy to the face.
I- medical writer points out that
there are anatomical reasons why
a slight deviation from the true
central line may be expected, and
that the nose which is thus accu
rately straight between the two
even ma', after all, be considered
an abnormal one, the only abso
lutely true and correct organ be
ing, in fact, that which deviates a
little to the right or left.
