The message of Governor New
ell to, the "Washington territory leg
islature makes a very fair showing.
The Governor states the balance
in the treasury on the 1st inst. to
be 322,000, and estimates the sur
plus for the ensuing fiscal year at
$30,000. . Concerning navigation,
he says: "The report of the board
of pilot commissioners for the Co
lumbia river and bar presents a
satisfactory reference to the man
ner in which Washington pilots
discharge their important duties.
They have the confidence of ship
masters and maintain, a full share
of the river pilotage. Conflicting
interests have at times excited con
troversy with Oregon pilots, but
the wisdom of establishing the
board, and of issuing Washington
branches, is fully established by
the success which attends our pi
lots, and the benefits which inure
to the commerce of the Columbia.
The present pilot laws, relating to
Puget sound, are very defective
and require revision. The com
missioners will present to you a
report, in which suitable sugges
tions are offered, for your action.
The seal fisher'' at Cape Flat
tery is a most important interest
to our people, which must greatly
increase. The Fish Commissioner
of British Columbia has reported
to the Dominion Government sug
gesting1 that the Canadian and
Ameiican Governments should
have some mutual agreement re
lative to the fur seal fishery, pro
viding the same rules which apply
to the seal and other fisheries in
the Northern Atlantic waters.
The treaty of Washington, also,
between Great Britain and the
United States, relating to fish and
fish oils, of the Dominion of Can
ada should be extended over the
waters of. British Columbia. Our
citizens suffer in consequence and
the government loses a collection
of duties on oil, which is now
smuggled in large quantities in
Indian canoes."
The financial portion of Gov.
Newel Ps message would lead us to
infer that lower taxation and an
effort at retrenchment might meet
with favor from the citizens of our
sister territory, soon to be a State.
The track of the Northern Pa
cific is now completed to Lake
Prescott, twenty miles west of
Lake Pen d'Oreille, 218 miles from
Wallula, and daily trains run regu
larly to Lake Prescott. The grade
is completed ten miles further, and
a large force is at work on a trestle
2,200 feet long and 60 feet high in
some places. The trestle requires
750,000 feet of lumber. It will
be finished within two weeks. Pile
driving for the bridge over the
head of Pen d' Oreille Lake is be
ing pushed, and it will be crossed
' by December 1st. The midchan
nel piles are 110 feet long and
two feet in diameter. Four pile-
drivers are at work. The line is
located sixty miles beyond the
lake, and grading will be vigor
ously urged until spring. The
company has only 900 men, and
were never able to get any more
during the season. The Pa
louse Gazette says that if 2,000
'able-bodied men, whatever their
race or color, will apply, every one
can get employment for the win
ter. The sovereigns of Alaska have
conferred upon ex-Collector Ball,

for admission to congress, next
"December, as a delegate from the
North Pole.

New York Republican convention
to be held to-morrow. The in
ducements do not seem to be suf
ficient to insure Roscoe's attendance.

A Kentucky man puts in a plea
for fame by asserting that if a
watermelon be thoroughly var
nished, it will remain fresh for an
indefinite space of time.
In the legislature of Washington
Territory which met at Olympia
yesterday, the republicans have
exactly two-thirds of the members
in either and both branches.
The Mexicans are having their
usual quarrel about where the
dead shall be buried, whether
in consecrated or unconsecrated
ground. As if it made any dif
ference. "Is civilization a failure?" will
be asked by many when they
learn that a guard has actually
been detailed around the vault at
Cleveland to preserve Garfield's
remains from the ghouls.
We are in receipt of an inquiry
from a gentleman whose name for
the present is withheld, requesting
information respecting the start
ing of a woolen mill in Astoria.
He to furnish the greater part
of the capital required, provided
proper inducements were held out
by residents of this place. As
regards facility of transportation,
cheapness of material required
and ready market, we know of no
field in the State that offers su
perior inducements to such an
enterprise than does this com
munity, and do not doubt that
should our correspondent "talk
business," he will meet with satis
factory answer from some of our
"solid men." '
A Sajk Francisco dispatch of
the 1st inst. says: "The whaling
schooner R. B. Handy, Capt. Win
ants, arrived to-day from the Arc
tic. She brought down Capt.
Gifford and the crew of the whaler
Daniel "Webster, crushed in the ice
near point Barrow. Capt. Gifford
confirms the report contained in
the cablegram published by the
New York Herald, September 21st,
1881, that the natives had seen a
wrecked ship far to the eastward
and four white men among the na
tives. Conversation between Gif
ford and the natives was conducted
principally by signs and was diffi
cult to understand. From the
signs made these men were either
dead or sick, as the native in
speaking of them indicated their
condition by placing his head on
the ground in an attitude of sleep
or death. No whale ships have
been in the vicinity of point Bar
row for the past two years.

will also be completed by Messrs. llal
loran & Co. D. C. Ireland.
Mr. John Rogers of the Central Mar
ket, has made arrangements to keep all
the finest fresh fish, etc., in their season.

day, October 5th, 18S1, at 2 o'clock r. m., for
the Improvement and repair of Water street,
in Shlvelys Astona, from the west end of
said Water street to the cast side of "West
em street, by removing all defective piles,
stringers, caps, or other timbers, and sub
stituting therefor new and sound plies,
stringers, caps, or otlter timbers, similar to
those used in the construction of the original
roadway or street, and by the removal of all
defective plank on said portion of said street
aud by the substituting therefor of new and
sound plank of not less than three inches In
thickness In accordance with ordinance 415
and 423. Bids must state the price for re
pairing in front of each lot separately. Each
bid mast also be accompanied with a guar
antee signed by two responsible tax payers
to the effect that if the contract be awarded
to such bidder, that he will within forty
eight hours after notice of such award enter
into contract therefor with good and suffi
cient surltles tor the faithful jerformance of
the work. The right to reject any and all
bids Is hereby reserved.
