Mr. H. B. Parker's new steamer
was launched Saturday night at high
tido. It was impossible to keep her
on the ways any longer without loss
of valuable time, and all being ready
she glided into the water and is now
added to- the fleet of Astoria bay

not be palatable news for the fresh
water advocates of the interior, but it
is nevertheless the fact, and the New

needed for the bar improvement; as
well as the liars, slanderers and
blackmailers employed in thai
scheme to blacken the name and repu

Rescued From a Watery Grave.
A private boai, name and number
unknown to our reporter, was rescued
by the pilot schooner J. C. Cousins
yesterday. The boat went out across
the middle sands. While going over
the sands took three breakers which
upset the boat, throwing the net
tender out in the ae. and the boat
puller under the boat. While the
net tender was trying to gel on the
boats bottom he caught hold of the
j centerboard, which had slipped down,
and in doing so righted the boat aud
the boat puller popped out from under
the boat. They then rigged an oil
skin apron on a boom as a signal of
distress and sat in tho boat, up to their
necks in water part of the time, until
the Cousins sighted them, about 10
x. M. and took them on board. Soon
afternoon the Mary Taylor went ofl' to
the Cousins and took the men off, and
then ran to the boat and took the
boat and net aboard landing every
thing safe in Bakers bay, much to the
satisfaction of all parties concerned.
The Mercury says that Peter
Blagan, a fUhcrmau mourned as lost
in the fleet of 1880, is returning in a
British vessel. The story runs thus:
"He was carried safely over the bar

ferred communicating with his friends
until a short time since, when a mis
sive was received at Astoria stating he
was then a sailor on an English ship
bound for Oregon, and his arrival
might be expected in Astoria about
the middle of June. His rescuo may

Editor Asteria:
In your very excellent paper of the
date of May 12th, my attention as
district attorney is called to the fact
that "a half crazy being, etc,, without
cause or provocation, had threatened
to put an end to the existence of an
Astoria man of business, and had ac
tually applied to the chief of police
for a weapon." The same paragraph
(not inaptly) suggests that there is a
place for all such persons, and the
sooner they are cared for the better it
will be. An act of the legislature of
this state, as recorded at; pages 394
and 393, in what is known as the
Geueral Laws of Oregon, compiled in
1872, provides a perfect remedy in
such a case, and m fact the law,
whenever appealed to and properly en
foiced, furnishes in every case ample
protection tn the life and property of
every human being within our
border. I most earnestly deprecate
any idea that it docs not. Such
threats ought not in any instance to
be allowed to go unpunished, aud the
necessity for the prompt enforcement
of the law is very apparent in view of
th recent deplorable tragedy in your
city. But your city and county offi
cials, however zealous, can do but
little in such h case unless complaint
is made by the person against whom
such threat is directed. Iu the in
stance referred to, the person threat
ened should have madu complaint at
once. Hon. Frank .J. Taylor, whose
faithfulness and efficiency are well
known, is deputy district attorney for
Clatsop county, aud any violation of
the law reported to him will (I engage)
bo promptly attended to.
Allow me to repeat, tho law encir
cles with its invincible arm every man,
woman and child within our bound
aries. Let your good people when
occasion requires, invoke and receive
its protection. Let the law abiding
be protected and sustained, but ''let
no guilt j' one escape."
John F. Capi.es,
District Attorney.
