A. dispatch from Philadelphia yesterday furnishes the statement that a compromise is impending between the Billings and Villa! d parties by which the Northern Pacific railroad controversy is to be settled Mi. Billings retiring from the presidency of the com pany and the Villard party getting half the board of directors. The dispatch is from whcie sources of information relative to the com pany are controlled by tltc present management. Expedited Konles. The arrest of beveral parties in Philadelphia, ou charges of fraud in connection with the star route service, will help to bring about a thorough inquiry into :he subject. Commenting upon the absuid and senselet-s verbiage of certain papers in Oiegon and Washington against the Oregon 1 Jail way and Navigation company, the Dalles Mountaineer of the 7th says: " Now we are no friend of corpo rations or individuals who seek wealth by trampling upon the rights of anvone. or bv extortion from the poorer classes; but we consider much of this hue and cry against the Oregon Railway and Navigation company as injudicious and absurd. The company has de veloped Oregon and Washington in a remarkable manner, and is con stantly opening up new portions of this region and connecting them with the outside world. Millions of dollars have been expended in these operations, and our country benefitted in many other ways. The company has shown no signs of a desire to oppress the people, but, on the contrary, has given em ployment to thousands of working men, has made several donations to charitable and public institu tions, such as a 4 heartless monop oly' would hardly think of doing, and in many ways shown that its officers were men worthy of re spect. It is not to be expected that a company of capitalists will open a new country with railroads and make charges that barely cover expenses when they have nothing to compete with, and we think that but few will complain of extortionate rates having been charged them when the fact is taken into consideration that the Oregon Railway and Navigation company has an extensive line to care for in a country which is very sparsely settled, and at ordinary rates of tariff would be unable to meet their expense. We believe that the tariff of the company will be reduced in proportion with the increase of business and popula tion along the line. They have a monopoly now.butit is very seldom that a new country can expect to have the benefit of two nr more competing lines at once, and we doubt the presence of a desire in the minds of any to have the coun try again set back where it was when the Oregon Railwn' and Nav igation company took hold witn us. This fact should be understood by all that a corporation building railroads or making other extensive improvements in any new country do not expend their money with out some adequate compensation, and we think that the profits of the Oregon Railway and Naviga tion compam' for the past year were far less in proportion to capi tal invested than many of our mer chants. On their lines and in their warehouses, depots and shops, sev eral thousand of our citizens re ceive the employment which enables them to live and acquire NEW TO-DAY.
