-negotiations for the "Western
Oregon railroads were closed and
Mr. Villard received a Frankfort
cablegram informing him of that
dact. l is wonderful how he dis
patches business, and can attract
so much capital to carry out his
plans. Since the fust day of last
December he has raised over twenty-two
million dollars for the pur
pose of carrying railway and trans
portation enterprises in the Pacific
Northwest. "When he came among

and at prices, too. Twelve dollars
on wheat per ton from "Walla-walla
to Portland, voluntarily reduced to
eight. Last month the farmers
of "Walla-walla valley addressed a
petition to Mr. Villard asking for
a further reduction upon down
freights, but, as if in anticipation
he had already ordered the reduc
tion, and within three days from the
mailing of that petition to him
advertisements were inserted in
the papers notifying the public
interested of the reduced rates.
Putting this and that together
does it not appear to be most
singular that the Oregon Railway
and Navigation company can have
an enemy in Oregon or "Washing
ton territory? Since the sale of
the old Oregon Steam Navigation
company to Mr. Villard and his
associates they have spent in Ore
gon five dollars or more for every
twenty-five cent piece they have
.earned in the state and are now
putting forth all their energies to
meet the Union Pacific railroad
company at Baker city next spring,
-thus giving Oregon an outlet to
the Atlantic side direct by rail.
Our prediction that in the course
of time this combination would
absorb the Northern Pacific rail
road company has come to pass
earlier somewhat than vrc sup
posed would be the case; but while
it is true that Mr. Villard and his
associates have the future manage
ment and direction of the financial
part of the Northern Pacific rail
road company Mr. Villard has no
desire whatever to assume further
responsibilities involved by another
Presidency, and the management
of the Northern Pacific railroad
company will therefore for the
present remain as it is. n. c. j.
St. Louis is jubilant over her in
creasing importance as an export
port by way of the Mississippi.
The other day a steamer left that
citj' with the largest number of
pounds of grain that had ever
descended the river, viz , 20,847,
900, a cargo that would have re
quired 700 freight cars, in thirty
five trains. The Mississippi route,
however, does not offer as much
.advantage as might appear, since
the cheaper rate of river transport
compared with rail is offset by
'port charges, the cost of trans
erring grain from barge to steamer
at New Orleans, and higher marine
-insurance.
Estimates of the cost of the pro
posed Whitman Monument have
been received from the New Eng
Jand granite works, on board ves
sel in the port of New York.
There will be about 150 tons of it.
The only question to be decided is
the number of pieces in which to
"ship it. The estimates are fer:
1. The whole monument in mono
liths, that is to say, in three pieces;
2. The whole in twelve pieces; 3.
In fifteen pieces. "With the facili
ties of through railway from New
York to Walla-walla, so soon to
be obtained by the combination

monument, if procured in New
York, will probably be shipped to

Railroads ami the People.
How to establish the relations
between railroad interests and
public interests, on a safe
and equitable basis, is becomr
ing every da- a question of great
er urgency. Ever day it is as
suming aspects more calculated to
engage the thought and alarm the
solicitude of the maturest states
manship. 1 1 is evidently approach
ing a crisis which will be fruitful
of great events for good or for
evil. Let us hope now, that the
solution shall not be left to passion
and prejudice and mischievous
demagogism, brought into play in
the name of the people, or to
subtle agencies employed by the
great railroad corporations, agen
cies faithfully subservient to
greedv schemes of monopolv, and
faithfully intent upon circumvent
ing the rights and interests of the
people. In such a case as this
some just and mutually satisfactory
modus vivendi must be possible
where parties are disposed to
reciprocate reasonable concessions,
and are prepared to be content
with an arrangement in keeping
with substantial justice and a wise
expediency. What the public de
sires is the creation by congress of
an intelligent commission which
will make a scientific inquiry into
the cost of the transportation,
taking into account the actual
money cost of the railroad doing
the business and allowing a fair
return upon the same and making
allowances for the keeping jip and
the operating of the roads. Until
this is done, no accurate informa
tion upon which to base an opinion
respecting the rightfulness of rail
road charges can be expected from
any source.
The canal season has opened in
the east, three weeks later than
usual.
