Dear Sin: Your esteemed favor
of the 25th inst., is received.
I have secured an appropri
ation for a survey for a canal for
light draft vessels from Bakers
bay to Grays harbor. 1
have also secured the examination
or survey of Grays harbor and the
surve' of the Chehalis river. As
the survey of that river had been
made several years ago I could not
otherwise secure an appropriation
to improve the same.

its that this may be aptly describ
ed as the dawning of a year of
commercial convalescence, show
ing the most . cheerful re
turns of confidence and ac
tivity in all channels of trade
the many new buildings in pro
cess of construction here, the heavy
.freights of both steamers and sail
ing vessels for Astoria prove that
we are' soon to have 10,000, or
15,000, perhaps 30,000 to 50,000
permanent citizens at this modern
Athens, and the query will be:
"Where do the people come from?
They are coming, all the same, by
every mode of conveyance. We
are happy in the fact that Astoria
is our home, and we have no
desire to again leave our sanc
tum for a 3fcar at least far-
ther than to visit the hospitable
homes of men like Fanner Gray,
and angle "an occasional day for
the speckled beauties inhabiting
xne iviasKam, loungs river, or
Lewis and Clarke. So here goes
for plain business, on the squarest
basis that can be dealt out in As
toria. Friends and patrons give

Sec tion 2. The Lead of any family
living within said city or the limits
above described, desiring to keep one
milch cow and to have her ran at large
within said limits may be permitted to
do so upon filing with the auditor of
said city a decrijtion of sucli cow with
a statement that lie or she, being a resi
dent of said city, desires to keep such
cow and to have her run at large therein
and thereupon he shall be permitted so
to do.
Skctiox ."5. It shall be the duty of the
Chief of Police to seize and take posses
sion of all animals foiiud running at
large within the limitsdescribed in sec
tion "P of this ordinance, contrary to
the provisions of this ordinance and con
fine them in a pen pr enclosure to"be
provided therefor and forthwith give
notice by posting written or printed no
tices in three publicplaces within said
city, describing suclwaniinal, and stating
that if the owner dies not appear and
pay the costs and elnrges of the seizure
and the keeping of I such animal within
three days from thf date of the notice
that the animal will be sold at public
auction at a time and place to be speci
fied in said notice Avhich notice must be
dated of the date rf posting the same.
Section 4. The owner or owners of
any animal or animals so impounded
may appear at an time after .such seiz
ure and upon paying the costs and ex
penses of keeping such animal to-wit:
the sum of one dollar per day while im-
po miled, and the lurther sura or one
dollar as a feenir impounding the ani
mal shall be entitled to l receive such
animal: and all sums sogmid shall go
to the Chief of ?Police, or gucli person as
he may authorize to enforce this ordi
nance as hereinafter provided.

pounded under this ordinance if the
owner or owners thereof be known, a
copy of the posted notice shall be per
sonally served upon such owner or own
ers if he reside within the limits of said
city, but if such owner reside outride of
the city limits he may be served by mail.
Section 8. When any animal is sold
under this ordinance the Chief of Police
shall make a report showinc his pro
ceedings in tun jn relation to the matter,
wlfch report shall be filed in the office
of the cUy auditor.
Section 9. A sale of an animal under
the provisions of this ordinance shall
operate to convey unto the imrchaser a
full, absolute and. complete title to such
animal.
