Food Adulteration.
In December of IS, I), the nation
al board of trade, appointed a com
mittee of award to decide between
competitive suggestions of act to
prevent adulteration and regulate
the sale of food, accompanied by
eisay.s. The 1,000 dollars to be
given in pri.es was a gift U the
board from Messrs. Thwrber & Co.,
of Xew York. The prizes have
been awarded, the first one to. a
London Fellow of the l?oyal So
cicty. The first fact devekjjK'd by
the testimony of tliese ciyiss,
confirmed by that ( many expert
chemists, is the gratifying one that
there is no dangerous or poison
ous adulteration in any of the
staple articles of food and drink in
this country, with certain excep
tions in the case of the coloring
matter of confectionary. The
other class of adulterations, how
orer those not poisonous, but
involving the palming off on the
purchaser of an inferior article
is common enough. The com
mittee take the ground that with
reirard to this, rather than to the
more dangerous class of adulter
ations, legislation is necessary; and
they are to compile from the prize
suggestions an act to be submitted
immediately to the national board
of trada at Washington, and steps
will then be taken to secure both
national and state laws on the sub
ject. The legislation should also
jnclude adulteration of drugs,
vrhich the committee believes to be
more dangerous than that of food.
A competent board o health will be
essential to the practical efficiency
of any laws of this nature, wheth
er state or national.
All the railroad express depart
ments centering at St. Louis, in
cluding the Pacific, which covers
all of Gould's roads, the Iron
Mountain, Ohio and Mississippi,
and Louisville and Nashviile, have
made a local combination, and will
hereafter occupy one general of
fice. The combination is to save
the expense of separate offices.
The stockholders of the Old
Colony railroad, across Rhode Is
land, have ordered, as a precaution
against accidents, that no person
shall be employed who uses intoxi
cants. Such a move on the part
of man railroad companies would
do more to encourage sobriety and
steadiness than all the temperance
crusadinjr in the country.
Receipts of grain at St. Louis
have largely increased this year,
and the movement from that city
down the Mississippi has been
about three times as much as last
year. The St. Louis Republican
says: "The successful transporta
tion of fifteen million bushels by
the river route has forever set at
rest the fear of grain suffering any
more damage by that route than
any other and the volume of the
exportatioHS via the Mississippi
river will now go on increasing
steadily from year to year."
The beauties of double taxation
are well shown in California.
Under the new constitution the
property of corporations is taxed,
and their capital stock is taxed
again. Mr Charles Crocker, for
instance, is taxed on stocks as
follews:

er's taxes for one year reaches
the enormous sum of 500,000.
"Whether this be true or not, it is
certain that many large property
owners of San Francisco arc ac
quiring legal, if not actual, resi
dence in New York. So the state
will lose its taxes, not only on
their capital stock, but on all other
forms of property owned by them
as individals, except real estate.

almost useless me. It is useless,
first, because after the govern
ment has pent its millions there
the river will be opened only a
short distance further, and second,
because the railroad, the upper
river Wing still obstructed, will
sjersedc this improvement. This
undertaking whs started as a job
by one politician to help his own
advancement, and takeu up and
pushed by another for a like per
sonal object. The result is that
the state will get a ctstly improve
ment of no real value to it, and
will be thereby defrauded of other
improvement actually necessary
to its irrowiiijj commerce. So lomr
as large appropriations are called
for to carry on work at the Cas
dade locks it will be difficult, or
indeed impossible, to get ade
quate appropriations for other
parts of the river where work
is really needed. Of course
the chief
oi etiiriueers is not to
blame. Since the work has been
undertaken and is in hand, he only
presents estimates of what is re
quired each year to push it for
ward with advantage. The fault
is in our system of undertaking
these things for behoof of poli
ticians, instead of proceeding in
them with a studious regard for
public interests. "When will the
requirements of our commercial
situation be consulted in such mat
ters, and the schemes of politicians
who manage these things for their
own advantage be shoved into the
background? Pretty certainly not
until the people learn to send men
to represent them at Washington
who are above sacrificing the pub
lic interests to temporary expedi
ents for their own advancement.
1 1 is apparent to every person, and
has been from the first that, even
when the Cascade locks are com
pleted the result will be of but
extremely small advantage to the
country, since navigation to those
points most desirable to reach will
still be hopelessly obstructed.
Completion of the locks at the
Cascades will establish no real
competition with the railroads; and
it is therefore to be regretted that
so great sums arc being expended
where they can do little good, par
ticularly when it is observed that
they are needed so greatly on the
lower river and bar.
AgriculturaL
The wheat nnil oats crops of
Alabama are reported as failures.
The St. Landry, La., Democrat
sa3's: Owiin; to the unusual
amount of rain this season, some
of the cotton planters have con
cluded to pick bolls and all.
The department of agriculture
estimates the value of agricultural
products of the United States in
1SS0 at $2,000,000,000. against
1,919,954,397 in 1879.
The potatoe crop of this coun
try, it is believed, will reach 125,
000,000 bushels this year, valued
at 61,000,000. New York leads
in its cultivation, the crop there
reaching 25,000,000 bushels.
Cotton dealers at St. Louis and
Memphis estimate the damage to
the crop by the recent severe
weather at a half million bales.
We think this is a canard and
wouldn't advise anvbodv to invest
money on the strength of it.
The Louisiana Sugar Bowl
states that this has been the most
unfavorable season in many years
for taking off the cane crops, owing
to excessive rains, bad roads and
epizootic among the mules; still
the quantity of sugar will
be much larger than last year,
and the yield will be remark
ably gooth
