Bankrupt for Time.
We are in receipt of dtms from
Tillamook, "Wahkiacum, Cowlitz,
Columbia, etc., which we find it
impossible for us to meet, in full.
""We fear that we have " promised
to pay " much more than we are
able, and the only reason we shall
assign for our delinquency is the
bad state of the weather. We
cannot travel in mud and -water,
although Captain Flavel has ten
dered us a good stout horse to
ride as line an animal as there is
in the country. These promises
are visits to various parts of the
country. We have the disposition
to pay them all, and would do so
should the weather permit; but
now the season is far advanced; it
will soon be time to replenish the
wood-pile for another winter; and
-we fear that numerous summer
pleasures in prospect will of neces
sity be carried over to another
year. Under these circumstances,
we ask our friends everywhere to
write for the paper, and we will
publish all the facts sent to us con
'cernins: the various localities in
vitinjr attention and immigration.
Work it up for us.
The transfer of all the wharves,
docks, steamers and business of
the Oregon Steam Navigation
company, to the late purchasers,
will take place on Tuesday morn
ing in the city of Portland. There
will be no change in the manage
ment at present. Whether so im
portant matter is calculated to
benefit this community (or that)
we are nafc prepared to say, but the

been going at least for some
time. We do not anticipate any
more gentlemanly and dignified
bearing; any more perfect system
of working, nor plans to accom
modate the demands of trade; any
less frequency of losses by acci
dent, than have occurred under
the management of the Oregon
Steam Navigation company, which
have certainty presented a chapter
in the pages of steamboat trans
portation which is without a par
allel for favorable comment.
We acknowledge pleasant
calls yesterday from Col. J. C.
Coolidge, Chief clerk in the rail
way mail service; Major M. V.
Bailey, Superintendent of the
same, and Major Wells, of the u.
s. A., who was on a visit to Oregon
leaving by steamer yesterday.
The first named gentlemen came
up in company with Hon. .las. A.
Tyner, 1st Assistant, and Hon. A.
J). Hazen, 2d Assistant Postmaster
General, on a tour of observation
in the interest of Uncle Samuel's
mails. Mr. Bailey and Mr. Cool
idge were enabled yesterday to
see the manner in which this com
munity suffer from sending all the
mail to a steamer from the post
office as soon as she comes to the
dock, outward bound; and prom
ised to assist Astoria to the extent
of arranging the matter so that a
small sack can be sent to the.
steamer; when she Lnys here as
was the case yesterday half a day
or so; before sailing. We hope
they will not forget it. They do
not appear to be of that stamp of
gentlemen wTho forget mutters.

'One-Sided Plan.
The Lewiston Teller tells us of
a one-sided arragement at Lapwai.
It says: "Several parties com
menced the cutting of wild hay oil
the west part of the reservation.
The indians complained, and the
indian agent ordered off tiie tres
passers with their machines and
wagons. In former years much
hay has been cut upon the reser
vation without damage to the In
dians and without objection from
them. Now they are getting sen
sitive and stand upon their rights.
If their own stock did not trespass
upon lands outside the reservation
and eat up the grass, citizens
would feel no inclination and have
no need to go upon the reserva
tion to cut hay for the winter.
We trust our citizens will not tres
pass in any manner upon the rights
of the indians, and in turn we
have reason to hope that Mr. Indi
an will also respect the reservation
lines, and keep his stock within
bounds. The rights are not all on
one side in this matter, and the
rights of both parties should be
respected and enforced equitably
between them.
Cremation, having been pro
nounced a measure of salutary
progress by the committee of the
Paris Municipal council appointed
to consider the question, is about
to be introduced into Pere La
chaise cemetery. It has been de
cided to set up an apparatus on
Siemens' principle, and a Colum
barium. Drunks began early last evening
to pour into the city jail. The first
one arrested raised the town. The
police have their hands full, but it
is some consolation that they know how
to, and do attend to the disreputable
characters promptly and efficiently.

Proposals for Placing City
Bonds.
NOTICE IS HEREBY GIVEN, THAT IN
compliance with the provisions of Ordi
nance No. 331. authorizing the issuing of
certain bunds, to meet the outstanding in
debtedness of the City of Astoria, and in ac
cordance with section 3 thereof, the Commit
tee on Ways and Means of the Common
Council, will receive proposals for the sale of
two hundred bonds of fifty ($50 00) dollars
each, at the office of the Auditor and Clerk of
the city, until l o'clock of Monday, Julv 2lst,
