Important Suggestion.

this morning dro;s an important sug
gestion relative to the harbor of re
fuge business. It would cost less to
build the railroad to this point from
Portland, than to build it to Cape
Foul weather. The dist-in.ee is less to
Astoria than to Foulweather; the route
no more diflicult. A railroad to As
toria from Portland would become a
paying institution from the start; a
line to Foulweather would be com
pelled to build up a trade. Ai
Astoria there is a i.atural harbor, adap
ted for a large commerce; at Foui
weather the habor would be but an
artificial one; a costly experiment; and
never could be, nor never would be.
adapted to the wants and requirements
of a lare commerce.
Interesting to Insurers.
Marine adjusters are somewhat sur
prised at two recent sales, which, if
they are to be taken as the general
value of ship property, would suggest
that a still lower basis of valuations be
agreed upon. The ship Harmonia,
1-197 tons, built in 1S17 by .John Cur
rier, of Newburyport, and metalled
in 3S78, cost 115,000. She was a
;?iodel ship in every particular, and
built especially for Charles Hill of
Boston, whose executors sold her a
week or so since to Theodore linger,
of New York, for -15,000. She was
insured on her last voyage for 75,000.
The ship Franklin, 1124 tons, built in
1S58, was sold by Weld estate a year
r so ago for 37,500. She arrived at
Boston from Bordeaux a few weeks
.since in ballast to be sold, so as to
wind up two or three insolvents' in
terests in her. She was bought by H.
Koop & Co., of New York, for 1G,
000. Both of these vessels were in
excellent condition considering their
a-j;e. The ship Wingard Hunter pre
Bonts an interesting case for adjust
ment. She was in Liverpool, and
needed repairs, was, for the benefit of
ail concerned, ordered home to New
York, that they might there be made.
She put in at Bermuda in distress.
Starting out, she was compelled to put
back. Sailing finally, she reached
New York in a pretty bad condition.
She was hardly seaworthy, it would
app&ar, when she started, and yet
claimed that the risk is wholly the un
derwriters, and that all the extraordi
nary repairs necessary to be made as
a result of this voyage home should be
made at their expense. The case is
an interesting one.

There has not been a party organiza
tion in this city for ten years, sas the
San Francisco Call, which has not been
loaded down by what are now termed
honorable bilk3. The moment reform
in municipal or state affairs were pro
posed, a class of persons came forward
and forced themselves upon the con
ventions as candidates for office.
Nearly all our difficulties, politically,
have come from a class of persons who
claimed to be eminently respectable,
and who were so persistent that they
could not be got rid of. Recently
they came forward determined to
break down the organization of the
workingmen, when,had they been suc
cessful, the control of our courts
would have gone into their hands for
years to come. "What an unpleasant
situation that would have been. The
Terrys, Coles, Campbells, etc., would
have had ths people in their grasp,
i lappily, we have escaped what would
have proved a great calamity.
"To the victors belong the spoils,"
is about to undergo modification in
California. There is a fierce warfare
"raging between the Chronicle and
lbe-m-asses, and the upshot of it will
be, that "the victors will be spoiled" in
the final grab.

We are often amused at the ideas
advanced br people (er iters included),
upon the subject of the growing com
merce of our young and prosperous
state, and among this class is the idea
of the editor of the Corvallis Gazette,
published m to-days Astoiiian. He
says, in speaking of the location of a
harbor of refuge, "it narrows down
between two points, to wit." ""
4Some of the most sirious difficulties
in the way of the commerce of this
state, occur between Astoria and
Portland. A harbor of refuge at the
mouth of the Columbia river, would
not obviate those ( ifficulties. On the
other hand, a harbor of refuge at Cape
Foulweather, and lailroad communi
cation to Portland would. This is a
simple proposition." Yes, we consider
it so; and made by a novice in the
matter of commerce. In the fiist
place, the statement that "the most
serious difficulties in the way of the
commerce of this state, occur between
Astoria and Portland," is wholly nn
correct. There flows not a river
from the Rocky mountains into the
salt sea, upon whose, bosom, as the
God of nature left it, the commerce of
a great nation could lloat in perfect
safty, as on the Columbia from the
Cascades to its mouth, in vessels suit
able for internal commerce. 1 would
ak. what has the obstructions, to deep
sea-going vessels, between Astoria and
Portland, to do with a harbor of refuge
at the mouth of the river? And I
wouid ask the editor of the Corvallis
Gazette, if Portland must be the hub
around which the growing commerce
of the Columbia river valley must
forever revolve, how much farther
wouid it be by rail from Portland to
Astoria, than from Portland to Cape
Foulweather? It is a novel idea, that
railroad connection between Porthrnd
and Cape Foulweather, would obviate
the difficulties of navigation between
Astoria and Portland, and should be
patented. Let a harbor of refuge be
made at the month of the great River
of the West, by making a straight
channel, (there is ample depth of
water), which can be easily done; there
in' rendering it a less dangerous en
trance than even the harbor at San ;
Francisco; (because the dangers from
rocks outside are less), and this first
object; to wit, a harbor of refuge
is obtained; and second, which is
equal to the first, the commerce of a
Viist portion of our country is quick
ened into life, and brought into close
connection with the outside world.

Gen Grant's Horses.
If General Grant were an official
representative of the government
abroad, he would not be permitted to
accept the two handsome Arabian
horses presented to him by the sultan
of Turkey, and which presentation
was publicly noticed at the time it was
made. General Grant has a passion
for horses as well as cigars; and he ar
ranged that they be sent to America to
await his coming, while he pursued
his tour around the world. It is said
that these Arabian coursers are now
making the voyage to this country
from Constatinople on board a steam
ship. One is a dapple gra', called
Djeytan (the panther), and the other
black, with a white star on his fore
head. This one is named Missirli.
There is a small fortune in these
horses, if the' arrive safely and are
properly used. Our finest racers come
from Arabian stock, and the General,
being a iiatron of the turf, will know
just how his equine property can be
best disposed of.
Missouri has for some time been
considering whether she ought not to
adopt the "Moffitt bell punch." A
strong party favored such a measure,
but the preponderance of public opin
ion has been against it. In the sen
ate of the legislature it has just as
many friends as enemies. A bill be
fore that body to authorize its intro
duction was defeated, the vote stand
ing fourteen for and fourteen against
it. Several attempts have failed in
other states to introduce the bell
punch. It is much less admired now
than when it was first invented.
The Archives Israelites say3 that
in the eighteenth century the laws of
Prussia required that every wealthy
Jew that married should buy his por
celain at the royal manufactory at
Berlin. The director often took the
money and made his own selection of
pieces to be given in exchange. Moses
Mendelssohn, although celebrated as
a philosophical thinker and writer,
was obliged to submit to this law, and
he received forty porcelain apes of
life size, some of which are still pre
served in the Mendelssohn family.
This method of oppressing conscience
for the encouragement of ceramic art
was established during the reign of
Frederick the Great,
