Senator Slater has prepared and intends shortly to introduce a very novel bill, which, although apparently at total variance with the stimulations of the Burlingame treaty, is really, he says, drawn with the strict letter of that treaty, whose guarantees, both direct and indirect, relate solely to the rights of travel and residence, lie contends tint the n-ht of residence does not neces sarily include unrestricted rights to procure in this country the means of maintaining its cost, and be theiefcre bel'eves that he has discovered an effectual mode of putting a stop to Mongolian immi gration y legislation, without ab rogating any treaty. llis new measure is not likel yto be regarded with much favor in congress; but if his view should prove to be corivct there would be no constitutional obstacle to state legislation of precisely the same character. The bill at all events is a legislative curiosity.
