Local Enterprise Needed.
Mr. Martin Stickles, chairman of
the Pacific county Commissioners
Court, returned to his home at Brook
field yesterday, from tin May sitting
of the court at Oyster ville. From
him we learn with regiet tlmt there is
hut little hope that the proposed horse
Tail way v.'ill be bnilt to connect Shoal
water baf with the Columbia river.
That is an exceedingly fertile region
of country surrounding Shoulwaterlmy ;
inviting as healthy immigration a3 any
other portion of the Pacific northwest;
but to make it accessible some such
work as this proposed horse-railway is
not only desirable, but really a neces
sity. Mr. Stickles informs ns that it
was hoped that the county wou'.d be
able to take hold and aid the enter
prise, provided that matters could be
so arranged as to reimburse tiie treas
ury from revenues obtained by oper
ating the line.
This appears to be a good suggestion.
"We have held to the notion for years
that private incorporations, having in
view the construction of wagon roads
in counties, should be materially as
sisted in their plans by the region of
county benefitted. In 1870 we were
instrumental in introducing a bill in
to the Oregon assembly providing
f raid of this kind, arranged so that the
- mount given should be returned to
the treasury by a system devised in
the bill. But under the consti
tution of Oregon the plan could not
1)3 operated in one county, or divis
ion of the suite, and not in another
it must be made universal in its ap
plication, and to do that was utterly
impossible in a great state like Oregon,
where some counties have three hun
dred, some a thousand, and others
not more than ten miles or county
roads.
In Pacific county no objection of
this character can be urged, an outlet
is desirable; is in fact a necessity for
ail; and we should like, very much
indeed, to see the plan proposed by
Mr. Stickles worked up. If the com
missioners can do so they will confer
Listing benefits upon the county, and
eventually make the railway a free
transport. We feel deep interest in
the welfare of Pacific county, and
any measures calculated for the ad
vancement of the public interest, there
or elsewhere, will find in us an ad
vocate to the extent of our ability.
Give us the facts; that is all we ask.
