After nine o'clock in the evening nobody will be per mitted to show himself in the streets without a certificate, upon which must be written and attest ed the place from which and to which the bearer is going. After ten every light must be out. Since ihe attempt on the life of the Czar, troops have been held in readiness .day and night. Tho Cruel Khedive Communication in Vie Hartford Post. The accounts of the distress now existing in the valley of the Nile reminds the writer of a scene he witnessed .in the winter of 1SG6. Starting from Cairo for a trip up the Nile, we stopped the first night opposite the ruins of ancient Mem phis, to which we walked in the moonlight. We were surprised at seeinc: on the plain a mile or two south of us a large gathering of people bearino- lights. Upon going to the spot, we found more than a thousand men, women and child ren engaged in throwing up an embankment for a railroad the Khedive was building from Cairo to Thebes by forced labor. No machinery or tools whatever were used except .baskets. These the poor wretches were filling with :their Jiands, placing them upon their heads, and slowly and weari ly, except when accelerated by the voice or lash of the overseer, drag ging themselves up the embank- ment and dumping them at the I other end. This embankment, I judged, was about twelve or fif teen feet higher than the plain. land perhaps forty leet wide. The baskets of the men would contain about three pecks of the light, dry alluial earth; those of the women about a half bushel, and the child ren perhaps a peck. This was all forced labor no pay whatever. The Khedive would send a steamer up the river to a villiage, and call from fifty to two hundred people of all ages and sexes to go, without pay, and work on his railroad for one month, at the end of which time he would send them, or what was left of them, back. The bodies of those who died from ex- haustion helped to swell the em bankment. No time for sentiment. What their hours of labor were I could not find out, butl saw them at work at ID p. m. I saw villages up the river partly depopulated be cause of a late yisit of these steam ers, sjid one entirely abandoned and partly in ruins, having been j fired into, as was said by our drago man, because the "Sheik could wot or would not furnish the re quired quota.
