The president put in a veto of the army appropriation bill because of the "riders" with which it was loaded down, particulary the features relating to honest elections. The message of the president shows that he will ad here throughout to the views that the election laws should stand since they are conducive to fair elections and an impediment, only to dishonest voting. The president's denunciation of the method of legislation, attempted by this act, is also vigorous and conclu sive. The veto will be sustained; then the row will be "who's responsible for the loss of the appropriation bill" as Lefore the special session. A Washington dispatch says: Re publicans are delighted with the mes sage, and generally regard that in point of ability and ell'ective presentation of the position which they intend to stand before the country, it has far ex ceeded their expectations. The demo crats insist that the president's argu ment, denying the necessity of any further legislation t prevent military interference with elections, is not con clusive, but that on the contrary it is evasive of the merits of the main question inolved in the pending bill. Foreign Hews. The Corvette Bausa, eight guns, has been ordered to proceed to Val paraiso to protect the interest of Ger man subjects. An official report of the earthquake at Miareh, Persia, on the 22d of March, says: Twenty-one villages were totally destroyed, and 922 per sons killed. Pacific Coast Dispatches. Thomas McFarland of Vancouver, suicided in San Francisco on the 28th. Cause a prolonged drunk. Suspended treasurer Humbert says the assurance may be positively iven that the defalcation does not exceed $20,000, and that Mr. Casse boh ill's bondsmen are amply responsi ble ior the amount.
