From every part of the country
there comes news of business improve
ment, with a still more hopeful pros
pect for the future. In England, the
reverse is the case, which causes the
working people there to cast their
eyes longingly to the "land of the free
and home of tnc oppressed." In the
very misfortunes of this class there is
promise of benefit to the United States.
They are already emigrating to Amer
ica by the thousands, and as adversity
continues to overcome them, this in
flow to our shores will be increased to
tens of thousands. There are farms
here for all of them, if they will avoid
the populous cities, and come to Ore
gon and Washington territory, where
they can obtain broad acres at a nearly
nominal price. As an indication of
the improvement in business, New
York may be cited as an example.
During March there was forty failures
there, in which the total liabilities
amounted to $480,440 and the assets
211,754. Compared with the prece
ding month, March shows a decrease
in number of eight. $430,000 is
amount of liabilities. During March
1878, eighty five failures were report
ed, in wh'ch the total liabilities
amounted to $8,480,000. The tone
of the western papers is still more en
couraging, and if there is no backset
in the form of some unforseen calam
ity, the season of 1879 will close on a
scene of prosperity that has never been
"witnessed for years.
Womei as Voters.
The women of Massachusetts have
just experienced their thirteenth
knock-down, so to speak, the legisla
ture having refused to submit a con
stitutional amendment to the people
allowing women to vote at all the
elections held in the Commonwealth.
-T-he-popular branch of the legislature,
however; came within four votes of
carrying the question; and this is the
nearest the women of the hub have
yet come to carrying their point.
Perhaps they may succeed next year;
but it is doubtful whether the people
would give a majority of yea votes on
the subject. The next thing to it,
however, is the bill, passed by the
senate, b' a vote of two to one, to
tfive women the right to vote for
members of school committees. In
Kaw Hampshire, In fey, the law
on this subject was taken advantage
of by some of the women, the legisla
ture of that state having passed such
a law last spring. It was noticeable
that while in some towns not a single
woman appeared at the polls on elec
tion day. at Concord and at several
ot ler large places, the wonu n turned
out strongly, but their candidates
were defeated.
Newspaper Needles in Paris.
Says Lucy H. Hooper in a late Paris
letter to tin Baltimore Gazette: talk
ing of Parisian newspapers, it is really
funny to note the gross ignorance dis
played by some of their brilliant writ
ers. For instance, the other day a
vU-known journalist, in an article
othe political situation, remarked
that "an ill-omened maelstrom seemed
to breathe upon certain enterprises."
He evidently mistook the great myth
ical whirlpool for some kind of a wind.
Yet none of his rivals of the opposite
faction detectd the mistake or made
merry over it. And the American
colony was recently alarmed by seeing
the announcement in the French pa
pers that the greater part of Nevada
had been destroyed by fire. It turned
out to be the town of Reno in that
State. So far as regards American
matters, their ignorance may be said
to be colossal. Not long ago the Fig
aro openly asked : ' If Abraham Lin
coln hud not been assassinated, what
Frenchman would ever have known
that such a person had ever existed V
And it was rather proud of the fact.

The Cost.
While congress is wrangling ovir
the proposed repeal of the election
laws, the reader would perhaps like to
know (aside from the principle involv
ed in these laws) what it costs to ei -force
them. The New York Thins
furnishes ns with data on that head,
so far as the state of New York is con
cerned. Here it is:
