There is plenty of evidence here that
t'he movement is fostered by republi
can politicians, and that by inducing
a large number of nesrroes to leave
the southern states before the next
census the republican managers hope
to affect the representation of the
tates in the house of representatives
in such a way as to overthrow the
democratic majority in the house. All
leading republican managers are inter
esting themselves in this business.

The war steamer Alaska has re
turned from Sitka, She brings abso
lutely no news from Alaska. Cant.
Brown reports the Indians quiet, asul
does not anticipate any trouble. He
attributes the incitement to a scre.
This judgment i challenged by the
residents of Sitka and the collector of
the port, who still entertain great
alarm.

reeded the city and district of Villa
Occidental to Paraguay, in accordance
with the award of President Hayes.

Dispatches from New York state
that the subscription for bonds and

Northern Pacific railroad, limited to
two million dollars, has all been taken;
also that General J. W. Sprague has
been appointed General suprintendent
of the company's property and business
on the Pacific side of the iE-ocky noun
tains. This appointment is a well de
served recognition of the worth and
services ox a gentleman whose resi
lience in Oregon and Washington has
.secured for 'him the universal respect
And good will of all with whom he has
&een associated.

San Francisco, April 9tli. L ar
rived safely here yesterday after a
very fine and pleasant voyage of forty
seven hours. Many of the passengers
who came on board for pleasure, great
ly altered their minds about that im
aginary state of the physical frame
some people call hunger,I often heardit
ighed, "I wish we were in Frisco."
Every thing here seems to be on the
decline, the Mongolians parade and
possess, almost every part of the citT.
In walking through some parts of the
town I really thought I was in the
center of Canton, China. Shipping
business is Hat, the only living people
1 see at business .are vegetable men
they are mostly Chinese. The only
thing we want in our country now to
compete with San Francisco is railroad
connection with the east, lam off to
day for Liverpool, and do not erpeet to
ee anything like happiness, un
til I return to the Columbia river.

The best of all rules for successful
housekeeping and making both ends
f the year meet is, " Pay aeum go."
Beyond all countries in the world,
ours is the one in which the credit
system is most used and abused.
Pass-books are the bane and pest of
domestic economy, a perpetual plague,
vexation and swindle. Abused by
servants at the store and the house,
disputed constantly by housekeepers
and dealers, they re temptations to
both narties to do wrong. "1 never
had that;" " Wwe neglected to enter
this;" ' 1 forgot to 'bring the book;"
"Never mind, we'll make a note of
it," and so it goes. But the worst of
it is that housekeepers are tempted to
order what they have not the means
tt pay for, and when the month or
quarter cemes for settlement they are
stniiteiiud. A family can live respect
ably on a very moderate income, if
.they always take the eash in hand and
buy where they can "buy to the best
advantage. Then they will be careful
first to get what is necessary. Extra
comforts will be had as they can afford
them. But it is bad .policy to buy on
reffit. No wise dealer -sails .so jcheap.

said it is just, as easy to be respectable
in clothing that cost little, as in that
which is expensive. To dress accord
ingly to one's means is the only res
pectable stylo.
One must have a home, and in every
place there are dwellings suited to the
ability of the tenant or purchaser.
When the rent, the food and the cloth
ing are kept within one's income, the
margin for benevolence, for luxury and
pleasure may be measured and used.
In these as in other matters, "pay as
you go."
Having made no debts to shops or
stores, and especially having paid
servants, workmen anl workwomen
promptly their dues, it is v.ell also to
carry out the same punctuality and
caution in donations. If you would
endow .a professorship, an3 have the
means, do so; but do not give your
note fn it, promising to pay interest.
That is not an endowment; it is your
promise to make it such. If your
circumstances are changed by the
force of events beyond your control,
you cannot redeem your promise. We
can point fco many colleges, semin,
aries and other institutions falsely sup
posed to be endowed, and ithe basis
proved to be promises worth no more
than the scrap of paper on which they
are written.
Jn all things, "pay as you go."
Keep out of debt as you would out of
prison. Try this plan through the
year, and see Glow well it has worked
when you review the subject in the
beginning of another year.
