War is just now raging m a mild
sort of a way between Chile and Bo
livia, and Peru has also joined Bo
livia, and declared war against the
former. The latin races of South
America are unfortunate in their at
tempts to keep the peace, if indeed
they ever make any persistent at
tempts in that direction. The trouble
just now appears to grow out of a
question about nitrate works in Boliv
ia. These works are situated at Anta
fogostra, in a strip of territory claimed
by both states. But they were leased
a long time ago to Chileans and have
been worked by their capital. The
lease was to run for twenty-five years,
subject to no other burdens than local
taxation. Recently Bolivia laid an
export duty on all the nitrate sent
from these works. The lessees refused
to pay this additional tax, and sent to
the home government for relief. Now
Chile, while actually bankrupt, hap
pens to have a formidable fleet, and
in this respect is a greater maritime
power than any other of the Pacific
states of South America. Chile came
to the rescue and blockaded the Boliv
ian coast, which is not verr extensive,
took possession of Cabija, the principal
port, landing a considerable force,
which took possession of the nitrate
works and two or three other small
towns. Then Bolivia suspended the
export duty on nitrate, out of respect,
it is said, for the claims of Chile.
But the trouble did not end there.
The Bolivian government rescinded
the lease, and declared that from that
time the nitrate "works were the prop
erty of the latter. This made matters
worse. The Chileans, who had invest
ed large capital, saw their interests
melt away m a moment, and there was,
therefore, new occasion for war. Bo
livia asked the aid of Peru, which has
some old unsettled grievances with
Chile, and therefore, after forming
an offensive and defensive alliance
with Bolivia, has concluded to take a
hand in the fight. The Argentine re
public has also been solicited by Bo
livia to aid her in her defense, so that
just now there is a prospect of a pro
longed disturbance in the states bor
dering on the Pacific coast of South
America. Bolivia has no navy, but
can muster a considerable land force.
It is urged in defense of the latter
that the contracts were originally
made on the part of a revolutionary
government in Chile ; that the latter
has since set aside all contracts made
in revolutionary times which it was
not for the interest of Chile to keep;
and that having refused to keep faith
touching a part of their contracts, Bo
livia was under no obligation to re
spect others. Chile and Peru having
gone to war, there will be a series of
naval engagements. Both have a con
niderable number of formidable iron
clads, which are rather expensive lux
uries for b?nkrnpt nations.
Boston has a temperance re
former who claims to have drank
more liquor than any other man in
tjjat city, and to have squandered
$200,000.
The ministry of public works
at Rome has introduced on the
Italian railways the Philadelphia
and Reading railroad locomotives,
on account of their superior power.
Gen. Garibaldi has given his
formal approbation to the scheme
of his son Menotti to colonize New
Guinea. Italy has many poor
children out of work, but fewer!
tramps than any other country in
Europe.
The German Socialists pub
lished a paper in London which
they called liberty. Its sale in
Germany was prohibited. They
changed the title to Bismarck, and
now are amused to know that not
exBii Bismarck is permitted to ap
pear in the land of Teutons.
Not a Gold rieid.
We have received private letters
from (Ad friends and strangers in
California making inquiries respecting
the new gold diggings up rn thePalouse
country, says the Walla Walla States
man. All we know for certain about
it is that the fact that a little gold has
I been found there in times past, is used
by a few unscrupulous men to get up
an excitement, and prey upon the
warry miner when he arrives in the
country. It is disgraceful that such
men should be allowed to do such
things. We have seen the time when
men have been shot at sight for bring
ing miners less distances than these
wretches are endeavoring to do. The
Palouse country was prospected for
gold years before any of these ruta
baga miners had come into it. We
advise them to try and make an honest
living by hard work and not by bring
ing hard Tforking men into their
country by false pretenses. A little
hanging from the disappointed prospec
tors would do such mi a world of
uood.

Unless congress is going to stop im
mediately the buying of silver to be
stored at the government expense in
its raiilts, says an eastern paper, it
should pass a law to relieve the dis
tress of another mining interest. The
production of anthracite coal is so far
in excess of the demand for consump
tion that it is being produced, if not at
a loss, certainly not with any profit to
the companies. But if the secretary
of the treasury should issue bonds for
the purchase of about 200,000 tons of
coal a month, that might be safely
stored on the waste lands along the
Potomac, the interest in coal mining
would immediately revive, and might
prove as profitable as silver mining.
Contagious ppri-pneumoma,
attributed to importations of cows
from Italy, has appeared in the
southeast of France.
Virginia, no longer the mother
of Presidents, is, however, the
parent of senators, being repre
sented in the United States Senate
by six senators, to wit, Johnston,
Withers, Hereford, Davis, Coke,
Thurman. The two latter repre
sent Texas and Ohio, but were
born in Virginia, of Virginia
parents.
