The Future of Astoria.
The future of Astoria was never
-so promising as it is at the present.
Various matters tend to make this
but none more plainly than
so
the operations of Mr. G. W. Hume,
who has now successfully inaugu
rated the wholesale method of
dealings here. If Portland has
12,000 people in trade it is safe to
presume that not more than X
of them are identified with
city holders of real estate

Mr. Hume, in business at Astoria, are
owners of the soil, and so laro-elv
interested that it is for their inter
est to build up the city. Astoria
will grow very rapid when she
anain takes a start, and in the re
cent events we think

beginning of the final start. In
spite of the weather, which has
been bad, Mr. Hume's place of
business has been thronged for the
most part of the whole time since
he opened here. Hum or shower
the goods come and zo. He has
inade two trips to San Francisco
buying goods since the first open
ing, he came up on the last
Ider, and has since telegraphed
three times for new goods, and
will leave again, by steamer, to
morrow, to purchase more. In the
line of groceries and provisions he
is prepared to fill any order at San
Francisco prices and freight only.
He has Irs own vessels, and will
do a considerable portion of Irs
own freighting. He keeps a
full line of ship chandlery, and fills
orders for anything dealers want,
.particularly oars, cordage; blocks,
etc. He sells Liverpool salt at
San Francisco prices ; has the
agency for various artiflws of ma
chinery, prominent among which
are Payne & Son's steam engines,
one of which is in constant use
in Tins Astoriax ofiice, and gives
"perfect satisfaction. These en
gines may also be seen at Mr. G.
W. Hume's cannerv, Win. Hume's
cannery, and elsewhere. We may
also refer to Fay's wood working1
machinery which Mr. Hume fur
nislies to order. One of the plan
ers is in tsse at his steam mill in
Astoria. "We believe it will run
snore lumber., and do it better than
any other planer in the market.
Cannerymen appreciate this new
"branch of trade at Astoria, as do
merchants .generally. The stock
-.of acids from the Golden city
chemical works is kept full all the
time, and a full line of turpentine,
varnishes, etc., is constantly in
store. The bark Rival, now fully
due, has 50 carboys of acids, TOO
oases of turpentine, 250 cases of
Star of the Columbia kerosene,
etc. This Star of the Columbia
'(150 fire test), is calculated to take
the lead in the market. Mr. Hume
has oil of lower grade (110 fire
test), btft the Star of the Columbia
he guarantees, and if it is ntwha't
it is represented to be, will take it
back and pay all expenses. So
with every article in the line which
isguaranteed.
The effect of this new enterprise
upon this city is beginning to be
quite perceptible. The steamers
that daily leave Astoria show in
creased bulk in their freight lists,
and dealers tell us that it is work
ing a revolution 'in trade generally.
IVbrings to 'this city purchasers
who never before came to Astoria
unless it was to pay their taxes, or
n-et a deed recorded, and .in -con-versation
with some of these we
are glad to hear sentiments uni
versally expressive of satisfaction,
and it cannot very well be other
vise3 as Mr. Hume is constantly
in the market, is one of the heavi
est buyers on the coast, and has
the cash to back his pur
chases, thus securing them at a
figure -which enables him to
sell at the very bottom notch.
Text of tlio Bill Relating to Home
stead Settlements-
Following is the full text of the
act
granting
additional rights to
homestead settlers on public lands
within railroad limits, approved on
the 3d inst.
Be it enacted, etc. That from and
after the passage of this act, even sec
tions within the limits of any grant of
public lands to any railroad company
or to airy state in aid of anjT railroad
or military road, shall be open to set
tlers under the homestead laws to the
exetnt of 1G0 acres to each settler,
and any person who has under exist
ing laws, taken a homestead on any
even section within the limits of any
railroad or military land grants, and
who, by existing laws, shall have
been restricted to 80 acres, may enter
under the homestead laws an addition
al 80 acres adjoining the land em-

or, if such person so elect, he may
surrender his entry to the UnitcdStates
for cancellation and thereupon be en
titled to enter lands under the home
stead laws the same as if the surren
dered entry had not been made. And
the person so making an additional
entry of SO acres or new entry, after
the surrender and cancellation of his
original entry, shall be permitted so
to do without payment of fees and
commissions; and residence and cul
tivation of such person upon and of
the land embraced in his original en
try shall be considered residence, and
cultivation for the same length of
time upon and of land embraced in
his additional or new entry, and shall
be deducted from the five years resi
dence and cultivation required bylaw;
provided that in no case shall a
patent issue upon the additional or
new homestead entry under this act
until the person has actually and in
conformity with the homestead laws
occupied, resided upon -and cultivated
the land embraced therein at least
one year.

troduced by Booth in the senate,
and by Page in the house of rep
resentatives. Lodging Hoose Persons requirfng
