No. 50.
How Railronds are Built.
A great many people do not un
derstand bow it is that poor peo
ple can enjoy railroad facilities.
The Coos bay News, commenting
upon the building of the proposed
road between that place and Rose
burr, takes the ground that there
is not money enougli in the two
counties to construct it. To -which
the Plaindealer replies: "Its rea
soning, even from this premise, is
very erroneous. In the iirst place,
the proposed road would cost but
little over half a million of dollars.
Of this amount the iron and roll
ing stock would represent one
half the ties and grading the re
mainder. Now, the iron and stock
can be purchased on twenty years'
time, a moderate rate of interest,
and a mortgage given on the road
for security. The grading can be
done by the citizens of both coun
ties, and for their pay they can be
riven stock in the road. The tim
ber will be gladly donated, and the
various sawmills will cut it, and
likewise take stock for their pay.
This we know; therefore, it will
be seen that if local corporations
take the matter in hand but a
very small outlay of cash would
be required. If the road is built
by foreign capital, our people will
of course, be compelled to pay for
it, and they will be charged
as high rate of interest as
the monopoly wishes to levy. Had
they not, then, as well pay for it in
the first place? As to outside

second shipping point in Oregon
there is no proof for the News1
assertions in this fact. The ocean
is a highway open to all competi
tors. If one vessel overcharges
its patrons, another vessel is called
to their assistance. A railroad is
vastly different. When one is
constructed the people have no
recourse but to patronize it, though
at the same time they may be fos
tering a monopoly that is crushing
them. A road built by foreign
capital is infinitely superior to
none at all. No one will deny
that But if one can be built by
home capital is it not much better?
Resources of Oregon.
In loeking: over the essentials
that figure prominently in the pros
perity of a state, says the Wash
iagton Republic, we find that Ore
gon lias commercial position,
breadth of area, salubrity of cli-
'mate, fertility ot soil, and an un
bounded latent resource, which
places her .at once in a condition
to successfully compete with any
state or territory on the Pacific
slope for congressional favor, and
the attention of immigration.
She is particularly favored in re
gard to commercial position, and
will ultimately build up a large
commercial trade with the north
ern territory, San Francisco, China,
Japan, and the islands of the sea.
Her rapid development will soon
force eastern land communication
mid connect her with the principal
cities of the Atlantic states.
Oregon, possesses more arable
land than any state or territory on
t the Pacific slope, anp! lias un
claimed thousands of acres, aynit
ing development. The salubrity
pf climate is remarkable consider
ing her geographical position.
Her valleys fringed with lines of
evergreens, give her a vernal as-
pect through the heat of summer,
which is, however, not of that sul
try character that characterizes
the temperature of the Atlantic
slope. There are climatic changes,
but they are not of that sudden
severe nature that mark the cli
matic features of the eastern sea
board. Her soil is rich and susceptible
of propagating all classes of ce
reals, fruits and vegetables. In
fact, all of the natural elements,
that combine to form state pros
perity, are lavishly bestowed upon
her. Oregon is young in develop
ment. Her resources are immense.
She wants capital and population.
With these vitalizing factors she
will march forward rapidly in the
path of progress.
The seamen, engineers, labor
ers, and employes of the Australian
Steamship Navigation company in
Sydney have been on a strike be
cause that companr employs Chi
nese to a large extent on board
their steamers. As soon as ves
sels come into Sydney the Euro
peans leave off work and go ashore.
Many of the vessels are now laid
up, some have cargo on board and
cannot be unloaded.
"Whenever the people of the up
per country decide to store wheat at
Astoria in the future, there will be no
lack of accommodations for storage.
There is now storage capacity here
sufficient to keep the docks free with
any sort of dispatch of ships. No
vessels ever yet remained over a month
