The anti-Chinese bill p.ossed the house, with all the senate amendments intact, by a vote of 3-10 to 95. It now goes to the president. The steamer State of Califor nia returned to Philadelphia at midnight Saturday, after a success ful trial trip. She will start for Oregon in about ten days. The sundry civil appropria tion bill as completed by the com mittee on appropriations and re ported to the house contains the following item. For continuing the survey of the Pacific coast, in cluding the Columbia and other rivers to the head of their tidal in fluence or ship navigation, $180,- 000. m The house committee on terri tories, agree to report that every effort hitherto to transform half civilized indians into citizens with the risrht of suffrage and individual ownership of lands has ended in the white man getting possession of the lands and the Indian getting out of his way. The transforma tion must be gradual. Forcism Ievs. The Portugese government has ordered the government of Mozambique to send troops and three corvettes to Delagos bay on the South African coast. Considerable alarm is felt at the statement in East Prussian papers that ; recruits from. South Astrachan are being placed on the Russo-German frontier. A St. Petersburg letter says the plague in Russia has spread in the southern provinces at a rapid rate. Thousands upon thou sands have died with it within the last five days. The victims when taken, live only about two hours, and turn as black all over as a neoro. All physicians ordered to the care of the sick have died, within twenty-four hours after their arrival. The corpses are burned, and so are houses in which the neonle die. Whole towns have been laid waste during the past few days. The government has placed a cordon of soldiers around the infected provinces so that the people cannot get out and spread the disease. Any who attempt to break through the cordon are shot dead on the spot. People are be ginning to feel uneasy all over the empire. The government of course does not allow the news to get out, and all ' reports are sup pressed, but the worst of all is, that nobody can get out of the empire. The Austrian and German govern ment have placed a double cordon of soldiers 'alene: the frontier, preventing all persons from entering their territory from Rus sia. Persons arriving by railroad are stopped at the frontier and de tained twenty days in quarantine, their baggage and clothing disin fectedand if they prove all right after a lapse of twenty days they are permitted to cross the "border. During twenty days the quaran tined people are housed in large sheds and barns without any ac commodations or comforts. Of course, knowledge of this fact keeps many people from traveling. The government is doing all in its poper to prevent the disease from spreading. Pacific Coast Jisxatclics. A terrific explosion occurred on Saturday afternoon, in Stock ton, California. A crowd of peo ple assembled to witness the trial of thenewpropellor pumpsetin the slough and run by a threshing en gine. Those who stood near were prostrated, and the body of the engine was blown a distance of 150 feet through the crowd. The dead lay in every direction, some falling into the slough from the bridge, and ten or twevle bodies lay in one heap at the northwest corner of the bridge, others lay strewn dead and dying on the street, blown from fifty to one hun dred feet. The heads of some were blown to pieces, and others blown to the ground with such force as to break every bone in their bodies. Faces, hands and whole persons were steamed in dirt and smoke and cinders. The wounded were promptly cared for, and the dead left undisturbed un til the excitement had subsided, when thev were removed to tho coroner's office. The explosion was the result of recklessness on the part of the engineer. The steam-gauge had refused to work, and after the engineer had attemp ed to fix it and failed, he screwed down the safety valve and went on with the work.
