BETWEEN OAKLAND AND SAN FRANCISCO. THE EL. CAPITAN SUNK TO THE HURRICANE DIICK, PROBABLY NO LIVES LOST BUT A GREAT SCARE. San Francisco, Feb. 9. At about three o'clock this afternoon tbe ferry steamers El Capilan and Alameda, i ptying between this city and Oak'and points collided in a dense fog. The port bow of the El Capitan v,as crush ed in, and she filled and sank rap:dly. The greatest terror and confusion prevailed. Some of the passengers jumped on board the Alameda, olhors sprang into the water. The tug Gov ernor Irvin piloted by cr'es, and whistles, steamed to the rescue and picked up those struggling in the water. Both were ferryboats of the first class. It is not yet definitely ascertained whether any loss of life occurred. The Alameda, which was lower in the water than the El Cap itan, ran head on under theuartls of the latter. Baltimore papers to-day contain an account of the elopement of Lieut. Fletcher of the navy, aged forty years, and a married man with wife and two child ren, and a MissBaiely, a society bel'e, aed eighteen. The affair creates muck excitement in society circles. Lieut. Fletcher is a citizen of Washing ton, and his wife belongs to one of the best of families here. Ottawa, Ont., Feb. 19. In the house of commons yesterday, Mi. Bunster moved for the removal of steel rails from Nanaimo and Esqir malt to Frazer river. The rails were landed at Nanaimo to build the rail road, making Esquimalt the terminus. Long obituary notices must be paid for. Queer "Incidental" Expenses. Seta York Daily Herald. The incidental expenses of members of congress, as charged to the contingent fund, are ex tremely suggestive. The funeral of a member costs the house to which he belongs nearly a thou sand dollars. The house bill for attending the funeral of a senator was S957. Among the items was $419 10 paid a well known saloon keeper in Washington, and it is not known that he rendered any ser vice or furnished any supplies that were not in the strict line of busi ness. Items in the contingent fund expense account arc as follews: One pack of cards, for John Goode of Virginia, 1; one family bible for Jesse J. Yeates, of North Carolina, 20; one hymn-book for Jesse J. Yeates, of North Carolina, $4; ' Songs of the Sanctuary'5 for Y J. Bacon, of New York 3; one opera-glass for V. S. Stenger, of Pennsylvania, 12. These are the sample of a ve long list. It may be some com pensation to the public to know that one gentleman from North Carolina wanted a family bible, even at the publicexpense but what can be said in defense of the gentleman from Virginia who made the people pay for his playing cards? Opera-glasses are well in their way, but men who do not happen to be members of con gress pay for their own. It may be considered a small matter to criti cise these little expenses, but it is the practice, not the amount, which calls for censure. A member of congress should pay his own ex penses, as other men do. He should buy his own penknives,hisown play ing cards, his family bibles, his songs and opera-glasses. Ilis should be held as covering all expenses, including stationery, postage stamps, clerk hire, etc. The only exception should be when he is sent to a distance to attend to public business, and then his rail road tickets and ordinary hotel bills might be allowed. It is not so much the money that is squan dered in these trivialities, but the demoralization that, grows out of the practice of appropriating the public moneys to private uses with out service or compensation.
