In the Oregonian of the 8th
under the caption of "The Indian
Situation," mention is made of the
.suffering endured by Indian pris
oners enroute for Yakima, and the
cause is ascribed chiefly to Agent
liinehart's refusal to issue them
the Indian supplies then in transitu
to the Malheur Agency when met
by the military escort. To every
iairminded man this is an unjust
criticism. It is not placing the
fault where it belongs. Is the
Indian Department expected to
support the prisoners of the miltary
department? Is it to be presumed
that the government commissions
:i (rents to follow its apostate wards
into captivity, and there minister
to their needs? Are Indian agents
authorized to make subsistence
issues in such manner and under
juch circumstances? By leaving
their reservation and openly enga--in-
in hostility against the whites,
the Indians forfeited all right to
annuity goods or subsistence of any
kind from their agency until duly
reinstated. "While held captives
they are under the protection and
;are of the department represented
by their captors. It is a mistaken
notion entertained by too many,
that an Indian agent can, and
ought to "pot-latch" indiscrimi
nately to Indians of any character
whatever that he can and does
dispose of the scanty annual sup
ples in any way he chooses and is
in no manner responsible or ac
countable for the same. There is
no branch of the government more
hedged in by strict regulations than
that of the Indian department none
in which accounts are more compli
cated or difficult of official ap
proval none, if you please, in
which there is a greater cuspid
of "red tape". And hence, we
take it, that, if the agent in the pres
ent instance had been so inclined, he
could not make an issue to Indians
off their reservation, and who did
not have the necessary qualifica
tions prescibed by the department
regulations to entitle them to sub
sistence, even if upon the reserve.
It is quite true an Indian agent has
authority to transfer property to
the war department upon proper
showing; but no such is claimed
in the present case. Moreover, it
is highly probable that these sup
plies were in possession of trans
portation contractors who were
under bond for their safe de
livery at the agencr, and that
the agent was neither present at
the time nor conferred with in
relation thereto.
The design of the article is, first,
to cast public opprobrium upon a
non-offending person by charging
him with inhumane acts, when, in
point of fact, the suffering com
plained of was aliunde and beyond
his control; and second, to eulo
gize the directing head of this

should be remembered, does not
have the reputation of leaving
inviolate and undisturbed the prop
erty of the Indian department, nor
of receipting to the accounting
officer or causing him to be receipt
ed for such property used by his
command.
Imitation honey is made of
paraffine comb filled with glucose,
according to the Scientific Ameri
can, which has analyzed several
samples.
By way of consoling the
shareholders of the exploded City
of Glasgow Bank, the Lord Pro
vost tells them that the 5,000,000
sterling lost represents but six
months expenditure of the inhabi
tants for liquor.
Miss Lee, the eldest daughter
.of the late Confederate General, is
said to be an energetic traveler.
Slie was not long ago entertained
by Lord and Lady Napier, at Gib
raltar, and a few weeks before was
