There is a general inquiry at the navy yard owing to the rumor that the steamer Richmond, which sailed from Brooklyn about three weeks ago, had foundered. The steamship Celtic, hence Janu uary 24th, not reported, causes some anxiety. New York, Feb. 5 There is much discussion as to the effect likely to be produced on the business interests of this country by the ravages of the plague in southern Russia. The dread of the plague in infected districts is likely to prevent the sowing of seed for a future crop. The opinion seems general, that from these troubles will spring an extraordinary European demand for cereals of the United States. Washington, Feb. 5. Senate com mittee reported favorable to 180,000 for Oregon on account of Modoc war claims, and $50,000 for the Scottsburg wagon road. Foreign Dispatches. Belled Down for Tkc Astorlau. The British bark Runny mede for Astoria in ballast, has been totally wrecked. The crew were landed at Manila. Glasgow, Feb. 5. Application for relief for the week ending February 1st, were three hundred less than any preceding week. Regular recipients have surrendered their relief tickets, intimating that they had found em ployment. About 30,000 persons are atili supported by charity. Bucharest, Feb. 5. A regiment of troop3 has started from this place and another from Galatz,for the formation of a sanitary cordon on the Russian frontier. Malta, Feb. 5. The authorities have dexided to impose 21 days quar antine on vessels arriving from Russian " ports in ie Black sea and sea of Azov. Pacific Coast Dispatcher. in March. Th e date is not yet known ; probably the 21st. San Francisco, Feb. 5. Crop re ports show that in the southern coun ties, and in all coast counties, indica tions favor a fine crop. A cats eyes are said to be lai gest at midnight.
