asking the withdrawal of Minister
Foster on the ground, of unpopularity.
Foster nurtues a policy for the ac
quisition by the United .States of a
portion of Mexico, and is interested in
the international railway.
Washington, February 2. Chief
Joseph and the interior department
have arranged for the cession by the
Nez Perces of about 4,800 square
miles in Idaho, The terms are six
townships in the Indian territory and
8250,000 in money, to be placed in
the treasury and to draw four per cent
interest.
Baltimore, Jan. 31. The oyster
schooner Adamantine has been found
fiunk; her captain lashed to the top
mast, and the bodies of nine men,
lashed to the deck, several feet under
water. The inhabitants of Smith's
Island saw the wreck on the morning
of January 2d, but owing to rough
weather were unable to get out to it,
although the captain was seen signal
ing from the topmast where ho was
lashed.

Suez, Feb. 1. Ex-President Grant
and party sailed to-day for Bombay.
Edinburgh, Feb. 2. The directors
of the City of Glasgow bank, Sumner,
Stronach, Lewis and Potter, convicted
of fraud, theft and embezzlement,
were sentenced to 18 months' im
prisonment. Five other directors con
victed of uttering false abstracts and
balance sheets were sentenced to 8
montha' imprisonment.
St; Pstsrsbug, Feb. 1. -A c?m-
mittee of ministers have resolved that
the minister of the interior be empow
ered to burn Wetlianka and other
villages necessary the inhabitants to
be removed elsewhere within the quar
antine district.
Berlin, Jan. 31. -It is considered
in best informed quarters that the pres
ent decrease of the plague is merely
due to extreme cold, and consequently
precautions against its spread are un-
relaxed.
The Columbia Kiver Bar.
Washington, Feb. Gen. Hum
phreys, chief of the engineer depart
ment, has forwarded to congress,
through the secretary of war, a re
port of Major Gillespie of the sur
vey of the bar at the mouth of
the Columbia river, made in compli
ance with the requirement of the river
and harbor act of last year, with a
view to its permanent improvement.
Gen. Humphreys says: "The survey
is completed as far as necessary to es
tablish the condition of channels and
bar, as existing at the time it was
made, but prolonged and careful
study of those conditions, as af
fecting the character of the har
bor, is necessary in order to deter
mine what artilicial means may be
requisite to maintain a permanent
channel across the bar. I therefor
concur with Major Gillespje's recom
mendation that 5,000 be appropriated
for the continuation of the survey
and for further observations upon
currents at the entrance of the river."
