Circuit Court Adjourned.
At half past ten o'clock, night
before last, the January term of
the Circuit court lor Clatsop coun
ty adjourned sine die, and Judge
BellingeF, -Hon. J. F. Caples, the
able district attorney, and members
of the Portland bar in attendance,
returned to their homes yesterday.
Judge Bellinger has a pleasant
faculty of expediting business, and
it will be a source oc satisfaction
'to the people to know that the
Judge was in advance of the at
torneys in most cases, and that
every cause which could be heard
-was heard at this four days' session.
The 25th of March has been fixed
as a time for hearing other causes
of importance which wr-re not fully
made up.
We 'have long been intimately
acquainted with Judge Bellinger,
and we feel a personal satisfaction
in seeing him in the position which
he is now filling with such general
acceptability, to all persons with
whom he has official contact. On
taking the bench Judge Bellinger
was compelled to face a very un
pleasant duty a work which has
no precedent, possibly in tire whole
history of the civilized world.
Criminals of all grades were brought
before him, and although in
office but a very few weeks, he has
been compelled to impose the
penalty of death upon four or five
murderers, and sentenced as many
more to the penitentiary on terms
extending over the period of life
time in some instances and for a
term of years in others. Yet, with
. the conctousness of doing his whole
duty faithfully, he has not per
mitted himself to waver in the
least from what must b.e considered
the plainest acts of justice.
When the fact becomes gener
ally understood among the mur
cererous and thieving classes
which infest the Pacific slotpe that
?e have in Oregon Judges like
Mr. Bellinger, and a State Peni
tentiary conducted upon the basis
upon which Mr. Bush is conduct
ing the Oregon penitentiary, it is
a very reasonable, supposition, to
suppose that all classes of semi-barbarians
will give our state a wide
berth. In these matters we are
particularly well pleased.
The Back-Pension Bill.
The back-pension bill Avill cost
the treasury from 20,000,000 to
$50,000,000. Some of the esti-
mates are as high as $100,000,000.
We think the latter estimate not
far from the mark, and for these
reasens: In 18GG, the year after the
conclusion of the "war, the whole
number of pensioners on the rolls
was 126,72-2, -and the whole amount
paid was 15,005,54.9. From that
year the .yearly rolls and payments
footed up as follows, to and in
cluding the year 1877:

These figures tire taken from a
speech by Smith o Pennsylvania
in the house of representatives on
the 10 th of last April, and were
copied y Smith from the records
o&the pension bureau. Ther show
'that the maximum of pensions was
not enrolled till 1S73, twelve years
after the war, and that the number
-.thad increased 85,227 in those

1 years. From 1873 to 1877 the j
list ran down from 238,411 to 232,-
104. And 78,920 more were on
the rolls in 187"? than in 18G6. Un
der this bill (which is just) at least
this many (78,920) will be entitled
to back pensions from the present
time to the date of the close of the
war; or, rather, to the date of the
expiration of their term of enlist
ment. It is tolerably clear from
these premises that it will require
very nearly, if not quite, 100,000,
000 to foot the whole bill for back
pensions. The average number
entitled to the benefits of the
measure for the entire time from
18GG to 1S78, inclusive, is not much
below 70J000, atad the average
amount drawn by the 232,104 pen
sioners in 1877 was a little over
8120. That would give 8,400,
000 a year, which for twelve years
amounts to S100,SOO,OUO.
It will not be possible for the
government to pay this amount in
one, two, or three years; nor is it
likely to be called for in so short a
time. But if the bill becomes a
law, it is easy to see that it will
compel congress to devise new
taxes for an increase of the reve
nue to meet the necessary increase
of expenditures on this account.
And the present session of con
gress will have to shoulder that
responsibility or the greater one
of leaving a large deficiency to be
met by the next congress. To pass
this bill without providing for the
payment of the just demands in
curred under it would be an act in
the nature of repudiation, and a
flat insult to a class whom the bill
acknowledges to be among the na-
'tion's most honest and deserving
creditors.
Foolish. Women.

The conduct of some "women
who annoy the jailor and officials
at the county jail is both silly and
ridiculous, and excites general
contempt. Every day several
sensation loving matrons appear
and crave admittance "just for a
moment" to converse and sympa
thise with, and snivel over the
doomed wretches in the iron cage.
Shortly before noon to-day a
couple of women, whose appear
ance would indicate better sense
and more self-respect, entered the
sheriffs office and" earnestly be
sought a short interview with
'Brown and Johnson. They ad
mitted they were no relatives and
had no business to transact but
merely desired to show their sym
pathy for the "poor men who were
so good looking." They said they
would willingly take the places of
the condemned and die for, if they
would only save them. Each
of theshallow-pated things carried
a baby in her arms and hud a hus
band trying to earn them an hon
est living. When asked if-it would
not be in better taste and more
sensible to manifest a little sympa
thy for Mrs. Joseph, whose son was
coldly murdered, the darling and
support of herdecliningyears, they
replied, "Oh, no, she has not been
sentenced to death." Such ex
ceeding foljy would be ludicrous
if it did not excite commiseration
at such idiotic display of senti
